Proposed 5 States under Federalism Government in the Philippines

The House committee on constitutional amendments tackled today the proposed amendments in 1987 Constitution in a bid to shift into a federal form of government. The proposal wants a Federal Republic divided into 5 states: Luzon, Metro Manila, Visayas, Bangsamoro, and Mindanao. Each state will have a unicameral state assembly with legislative powers, and a premiere with executive powers.



Proposed 5 States under Federalism:

1. State of Luzon
2. State of Visayas
3. State of Mindanao
4. State of Bangsamoro
5. State of Metro Manila




Kung ma implement na ni, for sure kung unsa ang kikitain sa usa ka State sa estado lang din ang makinabang or mas dako ang makuha sa estado kaysa Central Government, dili na mapunta ang majority sa collected tax sa Imperial Metro Manila ang atong mga tax. In our case, kung unsa ang income sa State of Mindanao, of course karapatdapat lang pud nga ang State of Mindanao ang magpahimulos sa majority nga kita. With this, mas maka focus ang each state sa pagpapaunlad sa iyang kaugalingong estado kay dako naman ang budget or internal revenue allotment or IRA.



With our current government system, the pooled collection of national internal revenue taxes is split 60-40, with 60 percent going to the national government and 40 percent to the LGUs through the internal revenue allotment or IRA. Under the Local Government Code, the aggregate IRA of LGUs is set at 40 percent of the actual internal revenue tax collections of the central government three years prior to the current year. The aggregate IRA which is the 40% is then divided among the different levels of local government as follows: 23 percent to provinces, 23 percent to cities, 34 percent to municipalities, and 20 percent to barangays. Unya ganahan ka ana nga ang total nakolekta nga tax sa whole Philippines ang 60% ana didto sa National Capital Region, tapos ang 40% bahin-bahinon sa mga cities and provincies sa tibook Pilipinas? Diba UNFAIR? Mao nang mag lisod ug progress ang usa ka city sa mga probinsya kay gamay ra man ang mapaingon sa ila, tapos ang NCR hayahay! Maong nag tapok na ang mga tao didto, sobra na ka traffic kay gusto pud maka tagamtam sa mga benipisyo sa NCR.



Kay sa pagka karun the Philippines employs a unitary form of government or Centralized Government with much of the power — decisions, policies, and programs — emerging from the central government or Imperial Manila. Under federalism, however, power is divided or shared between the central government and local state governments.




In the 2016 revisions the following states are being proposed:



National Capital with Manila as the Capital
Northern Luzon with Tuguegarao as the Capital
Cordillera Mountains with Baguio as the Capital
Central Luzon with Angeles as the Capital
Southern Luzon with Batangas City as the Capital
Western Visayas with Puerto Princesa as the Capital
Negros Island Region with Bacolod as the Capital
Central Visayas with Cebu City as the Capital
Eastern Visayas with Tacloban as the Capital
Northern Mindanao with Cagayan de Oro as the Capital
Western Mindanao with Zamboanga City as the Capital
Southern Mindanao with Davao City as the Capital
Muslim Mindanao with Marawi as the Capital
