Oca Moreno is the Best Mayor CDO EVER Have, that’s what former Senate President Aquilino Nene Pimentel said during his inspirational message at the Oath Taking Ceremony of Mayor Oscar S. Moreno, Vice Mayor Raineir Joaquin V. Uy, The Members of City Council and 1st District Congressman Rolando A. Uy this morning, July 1, 2016, Friday at Kiosko Kagawasan, Divisoria.

Since his (Oca Moreno) inauguration as Mayor of Cagayan de Oro City on June 30, 2013 until today July 1, 2016, that’s exactly 3 years of Mayorship in the City of Golden Friendship. On those 3 years under his leadership we have seen big improvements around Cagayan de Oro City. The construction of hundreds of elementary and high school classrooms for the poor and the revival of the J.R. Borja Memorial City Hospital, including several free medical services for the less fortunate, are only some of the achievements within less than three years in service for the city, which has not been done satisfactorily by the the previous Mayor of CDO.

He was a Congressman of Misamis Oriental from 1998–2004, then became Governor of Misamis Oriental from 2004–2013.

Xavier University's Governance and Leadership Institute director Dr Dixon Yasay serves as the workshop facilitator for city government officials in crafting a 2022 vision for Cagayan de Oro using the principles of Theory of Change.

“By 2022, Cagayan de Oro City will be financially strong with secured and empowered Kagay-anons.”

This is what the department heads of the city government of CDO envisioned to accomplish six years from now as a result of the introductory workshop on the Theory of Change, facilitated by Xavier University’s Governance and Leadership Institute (GLI) on June 26.

The first session formed part of the series of workshops on Theory of Change, a process that maps out why and how a desired change should be achieved.

This process involves identifying a long-term goal, necessary assumptions to achieve that goal, strategies to be executed by the organization, and developing performance assessment indicators for each assumption and strategy, including writing reports and experiential narratives to encapsulate the theory.

Strict Rules on Motorela Franchise Renewal to be Impose in Cagayan de Oro

The Road and Traffic Administration and Licensing Division in Cagayan de Oro is set to impose stricter rule of the franchise renewal of motorela, the Philippine Information Agency reported.

Task Force Hapsay Dalan Chairman lawyer Jose Edgardo Uy said motorela operators are required to attend a seminar organized by the Road and Traffic Administration of the City Mayor's office.

“Kung insakto ang edukasyon sa mga drivers ug operators sa traffic law, hapsay usab ang dalan (If the drivers and operators are educated properly with the traffic laws, the streets will be in order),” Uy said.

He added that the motorela franchise will not be renewed if the operator is unable to secure the clearance for renewal.

CA: No vacancy for Acenas to fill in the City Hall


In a ruling dated June 22, 2016, the Court of Appeals (CA) ruled adversely on Vice Mayor Caesar Ian Acenas' Motion to Leave to Intervene on the petitions for Certiorary filed by Moreno and Banez on the dismissal decision of the Ombudsman over the Ajinomoto case.

Associate Justice Edgardo A. Camello laid down in clear terms that as long as Moreno exhausts all legal remedies to his dismissal, there is no vacancy to speak of. Not even a dismissal by the Ombudsman of his motion for reconsideration.

"It is true that the Ombudsman's Decision has called for immediate execution of petitioner Morenos's dismissal order, but while the dismissal order was made executory, it was NEVER FINAL. Appeal is even available to petitioner Moreno," Camello wrote.

Moreno's chief legal counsel Dale Bryan Mordeno said Moreno is definitely appealing his case in the CA and up to the Supreme Court if necessary.
"In fine, it is inevitable to conclude that since there was no vacancy to speak of in the Office of the City Mayor of Cagayan de Oro, the intervenor has no right to the mayoral office. He has no right or interest to protect to entitle him to intervene in these consolidated cases," Camello said in the disposition portion of 15-page resolution.

"For these reasons, Motion for Leave to Intervene is DENIED. All pleading filed by Intervenor Caesar Ian Enerio-Acenas are ordered EXPUNGED from the records.

Moreno's camp laughed off Acenas assumption as mayor and Candy Darimbang as vice mayor, even as his lawyers said they will sue the two officials for usurpation of authority and criminal contempt of court.

INTERPOL WANTED Asif Iqbal Ahmed, was ARRESTED in CDO

Cagayan de Oro City - A Bangladesh national wanted by virtue of an arrest warrant issued by the International Criminal Police Organization ICPO, or INTERPOL, for triple murder in the United States and existing cases in Bangladesh and Philippines was arrested at his rented apartment Tuesday morning.

"On June 21, 2016, at around 11:40 in the morning, an internationally wanted person, namely, Asif Iqbal Ahmed, in Barangay Lapasan in Cagayan de Oro City was arrested by elements of the Provincial Anti-illegal drugs and Special Operation Task Force (PAIDSOTF) of Misamis Oriental, together with personnel from the police Provincial Intelligence Branch," said Police Inspector Rustico Galagala Jr, chief of the PAIDSOTF.



Asif Iqbal Ahmed, a fugitive wanted by Interpol, claims he has never been in the United States and that he never murdered anyone.

4th Sulat Dula Playwriting Workshop in Mindanao



CAGAYAN DE ORO CITY, June 22 -- Xavier University (XU), through its Xavier Center for Culture and the Arts (XCCA), and the National Commission for Culture and the Arts (NCCA) have opened the application period for the fourth installment of Sulat Dula Playwriting Workshop in Mindanao, slated on November 17 to 19 at XU-Audio Visual Rooms (AVRs).
Ten slots will be allotted for aspiring Mindanao-based playwrights whose works are not yet staged and published.
This year, NCCA supports Sulat Dula through its Speakers Bureau. The 2016 Sulat Dula panel is composed of multi-awarded playwrights Dr Steven Patrick Fernandez, Rodolfo “Rody” Vera, and Prof Layeta Bucoy, who will also serve as mentors of the ten fellows.
Established in 2008, Sulat Dula is a biennial workshop that forms part of the Artistic Excellence Program of XCCA and it aims to sustain a playwriting development program in the second biggest island in the country.
Interested applicants must submit the following requirements: one-page synopsis of the play; complete and original manuscript of a one-act play; certification of originality (from any authority); comprehensive résumé with 2x2 ID picture; and photocopy of the certificate of residency.
Deadline of submission is on October 1, until 12 noon only.
Plays written in Cebuano and other regional languages must have either a Filipino or English translation.

DICT to launch ICT Skills Training, Internship Center in CDO



CAGAYAN DE ORO CITY, June 21 (PIA) – Previously under the Department of Science and Technology (DOST), the Department of Information and Communications Technology (DICT) announced through Philippine Information Agency (PIA) radio program Lambo Dyes at DXIM Radyo Ng Bayan that they will launch an ICT Skills Training and Internship Center in Cagayan de Oro City on 23 June.

The center will offer digital literacy skills to residents of the city through its ICTO projects such as the “Juan Konek Free Wi-fi” for connectivity and “Tech4ED” modules.

According to DICT Mindanao Cluster II Director Evamay Dela Rosa that this will be a venue where youth and adult will be trained with digital literacy and other ICT skills and assist them for employment in Business Process Outsource (BPOs) and online jobs. Further, this is to help the unemployed, even those who have not finished college to get a job in the ICT.

With the recent announcement that Cagayan de Oro City is included in the next wave cities in the country, it means that it is conducive to set up BPO companies here, Dela Rosa said.

Meanwhile, there are also many jobs online such as Virtual Assistant wherein you can be the secretary and your boss will be in the U.S. Further, there are also jobs in telemarketing, Search Engine Optimization (SEO), as long as there is internet connection. This way, when people are equipped, they no longer need to go in faraway cities to get jobs.

Meanwhile, DICT is also bringing information communications technology in municipalities in the region. Dela Rosa said that they have already signed a Memorandum of Agreement (MOA) with different local government units to provide them with package deal of Tech4Ed and Juan Konek Free Wi-fi in public areas such as plazas and establishment of community e-center.

Tech4ED aims to harness the power of ICT in society towards creating a progressive country meanwhile Juan Konek Free Wi-Fi aims to provide Internet access to people across the country to enhance communication and stimulate socio-economic growth.

Dela Rosa said that Out of School Youth (OSY) may avail of the digitized Alternative Learning System (ALS) of the Department of Education. OSYs will get a high school diploma once they finish their track in ALS and pass the exam.

NEDA releases survey results of Ambisyon Natin 2040

CAGAYAN DE ORO CITY, June 21 (PIA) – The National Economic Development Authority (NEDA) through a public forum held at Xavier University’s SEARSOLIN, Cagayan de Oro City on 20 June 2016 revealed the results of its nationwide study on the aspirations, values and principles of Filipino people dubbed ‘AmBisyon Natin 2040.’

The survey results revealed that an overwhelmingly majority of Filipinos aspire for a simple and comfortable life (79%), followed by a smaller segment of the population who want an affluent life (16.9%) while a very small portion aspires for the life of the rich (3.9%).

Further, the simple and comfortable life is described as having a medium sized home, having enough earnings to support everyday needs, owning at least one car/vehicle, having the capacity to provide their children college education; and going on local trips for vacation.

According to Nerrisa T. Esguerra, Director IV, NEDA Development Information Staff that they probed into how much it takes to have a simple and comfortable life based on the specific needs mentioned by respondents. She said that a household would need an upper middle income of 120,000 per capita per month to live this kind of life.

However, she said that the most revealing aspiration was entrepreneurship but what was lacking was the capital. On the other hand, people also aspired for stability. Esguerra said that people wanted stability at the same time aspiring for entrepreneurship. She said starting a business is risky.

This survey will be taken into the Philippine Development Planning (PDP) process, said Esguerra. How do we provide skills to be entrepreneur? Esguerra said, farmers will not aspire for 8:00 a.m.-5:00 p.m. jobs but they need linkages. How will farmers get links to the market or to the manufacturing sector? The more value added the products, the more income the farmers will get. She said this is the results framework of PDP midterm update is not just the agriculture production but farmers income.

Meanwhile, during the panel discussions, Bobby Ansaldo, former Agriculture Undersecretary and now with the Cagayan de Oro Chamber of Commerce identified three points that the government must look into to consider in the planning process.

First is to give support to entrepreneurial poor. These are the farmers and fishermen who do not aspire for the 8:00-5:00 job. Second is farmer profitability. Farmers not only provide food for the people but are able to really earn from their produce. Third is inclusive growth wherein small farmers can also earn bigger income through contracting with big companies. And lastly, look into the out-of-school youth especially in the far flung areas since they are the most vulnerable to recruitments among others.

Meanwhile, Fr. Roberty Yap, SJ, Xavier University president commended the survey. He said he was pleased that majority have chosen a simple, comfortable life. Even if this was jobs oriented, he was glad as well that some consider entrepreneurship since we need more small scale entrepreneurs.

However, what he found lacking in the survey was care for the environment. He said we need to pass the environmental concern for future generation such as solid waste management, clean air, water, coastal areas, health of forest, climate change, low carbon economy and renewable energy among others.

Meanwhile, according to NEDA, this is the first initiative, nationwide survey and Focal Group Discussions (FGDs) and it is not yet done. Esguerra said, survey results are still partial and must be looked into more deeply.

This survey is anchored on a vision owned by the citizens. Started in 2015, the survey had 10,000 respondents involving males and females, 15-50 years old from ABCDE income homes using face to face personal interviews using Tablets. Scope was nationwide urban/rural Philippines with representation of each region.

NCC, DTI to hold capacity building program in CDO

CAGAYAN DE ORO CITY, June 21 (PIA) -- The National Competitiveness Council (NCC) and Department of Trade and Industry (DTI) region 10 will hold a Capacity Building Program entitled “Doing Business Made Easier” on  23 June 2016 at Mallberry Suites Business Hotel, Limketkai, Cagayan de Oro City.

The forum aims to increase the level of awareness among and between private sector representatives from Large and Micro Small and Medium Enterprises (MSMEs), local business chambers, and the like on the various government initiatives on online facilities that will ease the burden of bureaucratic transactions namely online applications, payments, registrations and other services.

The program will bring representatives and experts from Philippine Health Corporation (PhilHealth), Social Security System (SSS), Bureau of Internal Revenue (BIR), and Pag-IBIG Fund to present/introduce their respective e-service facility and demonstrate end to end processes from registration to remittance of social service contributions.

According to DTI, this is a continuous advocacy to improve our ease of doing business in the country.

NCC is a Public-Private Sector body formed in 2006 by virtue of EO 571 and amended by EO 44 in 2011. Its main task is to improve the Philippines’ global competitiveness ranking through policy reforms, project implementation, institution building, performance monitoring, and goal setting.

Pica-Pica by Slers Store in CDO Ordered to be Padlocked by BIR



According to BIR-RR16 regional director Glen Geraldino, the store has been using an unregistered point-of-sale (POS) machine, which violates Section 9 of Revenue Regulation 11-2004, as it failed to issue registered official receipts by a value-added tax (VAT) “registerable taxpayer” per BIR regulations.

The establishment has an "underdeclaration of annual sales by P2.624 million or 100 percent for taxable year 2015, which is more 30 percent threshold specified under section 248 of the [National Internal Revenue Code] to be considered as fraudulent.”

The Branch could be opened again if the company will pay alost P600,000 in taxes.

Isidoro Lubguban Jr., the firm’s business control team leader, has acknowledged they violated some rules, but “as the company is good corporate citizen, after this [closure] we will rectify.”

Lubguban said they will settle their obligation to the BIR within the week, “probably on Thursday.”

“We are willing to pay any penalty,” he told reporters in an interview prior to the store’s closure on Tuesday afternoon.

Per information released to the media, BIR identified the owner of the store as OC Pelaez Corporation, but Lubguban said the company goes under the name Slers Industries, Incorporated, as its registered business name.
