Where is the Best Place to See the Super Blue Blood Moon in CDO?

High Ridge - Aside from its beautiful panoramic overlooking view of Cagayan de Oro, you will surely get a good view of the Super Blue Blood Moon here.

Photo Credit: High Ridge FB Page

Pryce Plaza Hotel - Although, officially closed to public for a year now, it is still the best place for an overlooking view of Cagayan de Oro and the Super Blue Blood Moon tonight. If you have access to the place, then good for you.

The Pacifico Boutique Hotel's E-Bar Roof Deck - You can order your favorite drinks, or you can have your dinner here with friends and family while waiting for the Super Blue Blood Moon to start. Then it will be a perfect groupie with this rare phenomenon.

Eden’s Solace - ALthough it has a beautiful panoramic overlooking view of Cagayan de Oro, but we not yet sure if you can clearly see the Super Blue Blood Moon during it's peak because Eden's Solace is mostly facing west of CDO, it is only perfect for sunset viewing.

These are just few places that anyone can access to have the best view of the Super Blue Blood Moon tonight in CDO, but I am sure there are few buildings here with rooftops but not as accessible as the few we mentioned above.

Other best places to view the Super Blue Blood Moon are beaches, elevated places in CDO such as the east side of Xavier Estate, or any open area with a best view of the eastern skies.

Well, just hope that it will be a clear sky tonight, just like last night where you clearly see the bright reflection of light from the moon. Based from the weather update, tonight will be a clear sky with just a little clouds around, so there is a big chance we can see this rare phenomenon, the Super Blue Blood Moon - a total lunar eclipse and a supermoon all at the same time.

Have fun tonight!

Papa Piolo Pascual is in CDO

Not yet confirmed if Piolo Pascual has a project to shoot here in CDO, but he was spotted in Limketkai Luxe Hotel Gym this morning, doing his workout routine.

It was reported late last year that Robin Padilla received the P1.5-million donation from Piolo Pascual and Joyce Bernal for the rehabilitation of Marawi City. Maybe he has some outreach program in the area or maybe a film/project to shoot.

Cagayan de Oro-Norfolk High School Student Summer Visitor Exchange Program

The Cagayan de Oro-Norfolk High School Student Summer Visitor Exchange Program is a new initiative of the twin cities -- Cagayan de Oro City, Philippines and Norfolk City, Virginia, USA. -- to strengthen people-to-people exchanges down to the community and sector level, thus, further cementing the bond of both port cities.

The student visitor exchange program aims to bring the youth from both cities closer together in a brief yet rich summer activity. The high school students will stay with “host siblings” to hone their interpersonal skills and cultivate life-long friendships. It is also hoped that the students’ time away from their country will allow them to appreciate a new culture as well as that of their very own, albeit on a fresher and deeper level.

The first visit will come from Cagayan de Oro. The Norfolk Sister City Association has prepared an itinerary covering the whole duration of the students’ stay in the US – July 01-July 15. The itinerary includes visits to monuments, museums, parks, factories, and sites unique to Norfolk, as well as participation in cultural activities in their host city. A visit to the Philippine Embassy in the District of Columbia is also included.

It may be recalled that Cagayan de Oro City and Norfolk City forged a sister city relationship on June 18, 2008. In the resolution signed by then Mayor Constantino G. Jaraula of Cagayan de Oro and Paul D. Fraim of Norfolk, both cities recognize their shared similarities as major port cities. Both cities also share a treasured historic significance in that Norfolk is the seat of the General Douglas McArthur Memorial, and Cagayan de Oro has the largest replica of the general’s famous “scrambled egg cap”. As sister cities, both Cagayan de Oro and Norfolk promote and carry out exchanges that include but are not limited to business, economic, governmental, medical, educational, cultural, and people-to-people exchanges such as this high school student summer visitor exchange program. A similar endeavor is. The student summer visitor exchange program is the second of the sister the Adult Exchange Program which was conducted on May 14-28, 2016 where 10 professionals from Cagayan de Oro City visited Norfolk to learn more about the city’s public and private education system.

OBJECTIVES

1. To provide students from both cities with the opportunity for intercultural learning;
2. To strengthen the students’ self-awareness and self confidence, and hone their skills in interacting with others;
3. To develop cultural awareness and understanding among students;
4. To provide students with an educationally enriching experience outside the school and academic setting, and
5. As part of the Cagayan de Oro-Norfolk Sister City Relations, to promote international understanding and cooperation among citizens of both cities.

PARTICIPANTS’ QUALIFICATIONS

Six high school students, preferably representing the private and public schools with fair distribution of gender, will be selected and then trained as participants of the exchange program. The students must meet the following qualifications:

1. High school students in any public or private school in Cagayan de Oro, and who have not yet graduated from high school;
2. Not below 15 years of age, and above 18 years old during the program;
3. Must have good communication skills, and whose verbal English capability is intermediate or above average;
4. Must be mature enough to handle life away from family and friends;
5. Must have the potential to benefit from the experience and be part of the sustaining mechanism of the CDO-Norfolk Student Summer Visitor Exchange Program;
6. A resident of Cagayan de Oro, and a Filipino citizen, and
7. Has no criminal record

RESPONSIBILITIES OF PARTICIPANTS AND THEIR PARENTS

Fulfill the requirements for a Philippine passport, US visa, airfare (round trip domestic and international flights), and short term travel insurance;

Faithfully observe the program guidelines;
Serve as the city and country’s ambassador of goodwill, and comport oneself as such;
Leave the destination country (USA) on completion of the program, and not beyond the visa granted by the United States government;
Be at the forefront in sustaining the goodwill and friendships established during the program, including the hosting of student visitors on their reciprocal visit in Cagayan de Oro, and
Shoulder the cost for passport and visa applications, airfare (round trip domestic and international flights), short term travel insurance, as well as provide for the student’s allowance.

Proposed 5 States under Federalism Government in the Philippines

The House committee on constitutional amendments tackled today the proposed amendments in 1987 Constitution in a bid to shift into a federal form of government. The proposal wants a Federal Republic divided into 5 states: Luzon, Metro Manila, Visayas, Bangsamoro, and Mindanao. Each state will have a unicameral state assembly with legislative powers, and a premiere with executive powers.

Proposed 5 States under Federalism:

1. State of Luzon
2. State of Visayas
3. State of Mindanao
4. State of Bangsamoro
5. State of Metro Manila

In our case, kung unsa ang income sa State of Mindanao, of course karapatdapat lang pud nga ang State of Mindanao ang magpahimulos sa majority nga kita. With this, mas maka focus ang each state sa pagpapaunlad sa iyang kaugalingong estado kay dako naman ang budget or internal revenue allotment or IRA.

With our current government system, the pooled collection of national internal revenue taxes is split 60-40, with 60 percent going to the national government and 40 percent to the LGUs through the internal revenue allotment or IRA. Under the Local Government Code, the aggregate IRA of LGUs is set at 40 percent of the actual internal revenue tax collections of the central government three years prior to the current year. The aggregate IRA which is the 40% is then divided among the different levels of local government as follows: 23 percent to provinces, 23 percent to cities, 34 percent to municipalities, and 20 percent to barangays.

Kay sa pagka karun the Philippines employs a unitary form of government or Centralized Government with much of the power — decisions, policies, and programs — emerging from the central government or Imperial Manila. Under federalism, however, power is divided or shared between the central government and local state governments.

In the 2016 revisions the following states are being proposed:

National Capital with Manila as the Capital
Northern Luzon with Tuguegarao as the Capital
Cordillera Mountains with Baguio as the Capital
Central Luzon with Angeles as the Capital
Southern Luzon with Batangas City as the Capital
Western Visayas with Puerto Princesa as the Capital
Negros Island Region with Bacolod as the Capital
Central Visayas with Cebu City as the Capital
Eastern Visayas with Tacloban as the Capital
Northern Mindanao with Cagayan de Oro as the Capital
Western Mindanao with Zamboanga City as the Capital
Southern Mindanao with Davao City as the Capital
Muslim Mindanao with Marawi as the Capital

Metro Cagayan de Oro or Not?

photo by Raphy Arcaina

Pwede na ba nato tawagon nga Metro CDO ang Cagayan de Oro? Daghan na gagamit ana nga term, when in fact dili pa angay or ready nga tawagon nga Metropolitan Area ang Cagayan de Oro City, because sa kagamay sa area sa CDO. Pwede pa siguro kung mag boom ang pipila ka Misamis Oriental municipalities then we can call Metro Misamis Oriental or if agreed by some authorities it will be named Metro Cagayan de Oro, but not when you are reffering just the CDO City area.

Just like Metro Cebu, when you say Metro Cebu, it is a metropolitan area with a total area of 1,062.88 sq. km. and a population of more than 2.8 million that consists of Cebu City (the capital of Cebu and the regional center of Central Visayas) along with twelve surrounding cities and municipalities, it comprises seven cities (Carcar, Cebu City, Danao, Lapu-Lapu, Mandaue, Naga, and Talisay) and six municipalities. Metro Cebu is almost twice the size of Metro Manila.

While Metro Manila with a total area of 619.57 sq. km. and total population of 12.9 million, it is made up of the City of Manila, the Philippine capital city, Quezon City, the country's most populous city and former capital, and the cities of Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, San Juan, Taguig, Valenzuela and the municipality of Pateros.

Metro Davao on the other hand has a total population of 2.5 million which has a total area of 3,964.95 sq. km. that includes Davao City, Digos City in Davao del Sur province; Tagum City, Panabo City and The Island Garden City of Samal in Davao del Norte province. The metropolitan area also encompasses the two municipalities of Carmen in Davao del Norte and Santa Cruz in Davao del Sur. Maco in Compostela Valley is also being considered to be included in the metropolitan area.

According to wiki, a metropolitan area, sometimes referred to as a metro area, greater area, commuter belt or conurbation, is a region consisting of a densely populated urban core and its less-populated surrounding territories, sharing industry, infrastructure, and housing. A metro area usually comprises multiple jurisdictions and municipalities: neighborhoods, townships, boroughs, cities, towns, exurbs, suburbs, counties, districts, states, and even nations like the eurodistricts. As social, economic and political institutions have changed, metropolitan areas have become key economic and political regions. Metropolitan areas include one or more urban areas, as well as satellite cities, towns and intervening rural areas that are socio-economically tied to the urban core, typically measured by commuting patterns.

So, layo pa sa tinood ang Cagayan de Oro City, sa area pa lang which is only 412.80 sq. km. and consists of 2 districts with a total of 80 barangays lisod pa kaayo ma achieve sa CDO ang Metropolitan City title. Mas dako pa ug puruhan nga matawag ug Metro Misamis Oriental ang Province of Mismis Oriental if the municipalities of the province like Tagoloan, Opol, El Salvador, Alubijid and Laguindingan progress into a bigger urban areas. Well, those municipalities we mentioned in Misamis Oriental has the capacity that will become a progressive city sooner or later and by that time, we can then call it Metro Misamis Oriental which will cover and includes Cagayan de Oro City as the capital independent chartered city of the Metropolitan together with El Salvador City, Tagoloan (City), Opol (City), Alubijid (City), Laguindingan (City) and the rest of the municipalities of Misamis Oriental.

For now, let's just stick to the City of Cagayan de Oro, forget about the "Metro" title just yet. But who knows, by 2025 as some officials said that CDO is well on its way to becoming a metropolis. But once again, CDO needs to blend, integrate and interconnected with other highly urbanized areas  and radiate throughout around Misamis Oriental or the region, basically a commuting region in order to become a metro.

photo by Jan Martin
Sicolon Cove Resort - a Maldives inspired cottages stretched into the waters. These over water cottages is the highlight of the resort. For 5,000 pesos you can have exclusive use of the overwater cottage good for 15-20 people, but if you are on a budget, they also have few beachfront cottages for 2,500 pesos also good for up to 20 people. If you want to hold an event here, they also have over the water function rooms worth 10,000 pesos and can hold a maximum of 50-60 people. As of now, there is no overnight stay, because the resort's operating hour is from 6AM till 6PM only because they are still on soft opening as of this writing.

Note: If you plan to visit the resort, it is best to visit during high tide, because you won't be enjoying the Maldives-like experience here during low tide.

Starmac Resort - MGC

Coral Beach Resort

A small resort near the Tubajon Aqua Marine Park and Fish Sanctuary. They are charging a 20 pesos entrance fee per head and 200 pesos if you use the small swimming pool, that's 220 pesos for the entrance fee and pool usage.

They only have few cottages, so you better be there earlier during weekends to get a cottage for your group or else you will end up renting a table for 500-700 pesos, but you can haggle with the owner and get a discounted price. Beachfront is not very good especially during low tide.

Tubajon Aqua Marine Park and Fish Sanctuary

The size of the Aquamarine park and fish sanctuary is about 22 hectares. The place is covered with mangrove plants. It is a mangrove forest, it helps stabilize the coastline, reducing erosion from storm surges, currents, waves, and tides. The intricate root system of mangroves also makes these forests attractive to fish and other organisms seeking food and shelter from predators.

The local government of Tubajon, Laguindingan developed the place to generate income to help for the maintenance of the fish sanctuary. They are offering cottages for rent ranges from 300 pesos, 500 pesos and 1000 pesos. I love the place because of the natural mangrove forest that surrounds you, the water is clean, thanks to the mangrove trees as it helps filters the water. Mangroves provide ideal breeding grounds for the fish, shrimp, crabs, and other shellfish, so it is expected that you will find some marine species while swimming.

Note: Visit the resort during high tide for a much better experience.

Birhen Milagrosa Cliff, Moog Beach

Birhen sa Moog Chapel is one of the oldest churches in Misaims Oriental, located in Barangay Moog, Laguindingan. It was not known as a beach resort before, most locals in the area came here to visit the chapel and pray, but the crystal clear water of the area is inviting and some will go swimming after attending the mass together with their family and friends. Later, they developed the area into a low budget resort. Now they provided an affordable cottages for visitors. Cottages can be rented ranges from 100 to 300 pesos, depending on the size. What I like here is the crystal clear water and the place is not so crowded because it is a bit isolated.

Here's the Map as a guide on the locations of these resorts:

There you go, those are the resorts surrounding the Laguindingan Airport. There are also under-developed beaches in the area where you can swim, but there are no cottages provided.
