NEW NORMAL not BACK TO NORMAL


President Duterte extends ECQ in NCR, other 'high-risk' areas

President Rodrigo Duterte extended the enhanced community quarantine (ECQ) period in Metro Manila and high-risk areas to May 15. All other areas will be placed under looser general community quarantine or GCQ from May 1.

For areas placed under general community quarantine, the following will be observed:
    1. workers and sectors in category I, II and III may continue to work or operate in phases;
    2. the general population may go out of their homes only for purposes of accessing basic necessities;
    3. in any case, those with ages below 21 years old and those 60 years old and above as well as those with ages ranging from 21 years old but below 60 years old but who reside with co-morbidities or other risk factors shall stay home;
    4. non-leisure stores in malls and shopping centers may partially open;
    5. higher education institutions may continue classes to finish the academic year and issue credentials to students in accordance with guidelines as may be issued by the Commission on Higher Education;
    6. priority and essential construction projects may resume in accordance with guidelines as may be issued by the DPWH;
    7. public transportation may operate at a reduced capacity in accordance with guidelines as may be issued by the DOTr;
    8. local government units shall enforce curfew at night for non-workers; and
    9. airports and seaports may operate insofar as the unhampered movement of goods.
Category I - AGRICULTURE: Extraction of raw materials and harvesting of basic foods (mining, quarrying, fishing, forestry, etc)
Category II - INDUSTRY: Production of finished goods from raw materials (metalworks production, smelting, textiles/clothing, construction, etc)
Category III - SERVICE: Intangible goods service (retailing, banking, IT service, hotel and tourism, postal, transportation, etc)

These are the list of activities and businesses that are allowed to operate in quarantine areas:

The following are ALLOWED under ECQ and GCQ
    1. Agriculture and fisheries and the entire value chain including manufacturing of feeds, fertilizers, and pesticides
    2. Manufacturing and processing plants of basic food products, essential products, medicines, and medical supplies including:
    3. All food
    4. Essential hygiene products such as soaps, detergents shampoo, conditioners, diapers, feminine hygiene products, tissue, wipes and toilet papers
    5. Disinfectants
    6. Medicines and vitamins
    7. Medical products such as PPEs, masks, gloves, 
    8. Pet food
    9. Hospitals and medical clinics
    10. Dental and EENT clinics (with strict health standards)
    11. Retail establishments (groceries, supermarkets, hypermarkets, convenience stores, public markets, pharmacies, and drug stores
    12. Food preparations and water stations) 
    13. Logistics service providers (cargo handling, warehousing, trucking, freight forwarding and shipping line)
    14. Delivery services, whether or not e-commerce platform, in-house or outsourced, transporting only food, water, medicine, pet food, hardware products or other basic necessities
    15. Banks and capital markets, per section 5 of IATF Resolution No. 13 dated March 17, 2020
    16. Power, energy, water, IT and telecommunications supplies and facilities, waste disposal services and technical services to above utilities
    17. Electricity, gas, steam, and air conditioning supply
    18. Postal and courier activities
    19. Water collection, treatment, and supply
    20. Waste collection, treatment, and disposal activities (except materials recovery - junk shop)
    21. Sewerage (except emptying of septic tanks)
    22. Veterinary activities
    23. Repair and installation of machinery and equipment
    24. Repair of computers and personal household goods
    25. Services to buildings and landscape activities (except landscape care)
    26. Employment activities (manpower services for essential activities)
    27. Security and investigation activities
    28. Programming and broadcasting activities
    29. Rental and leasing activities (except for entertainment and mass gathering purposes)
    30. Accommodations used as quarantine facilities for OFW and overseas Filipinos, as well as temporary accommodation for essential industries such as healthcare facilities, banks, BPOs, exporters and other frontline service sectors
    31. Services to buildings and landscape activities
    32. Extraction of crude petroleum and natural gas
    33. Gasoline stations
    34. Laundry shops (including self-service)
    35. Funeral services
    36. Export companies (with temporary accommodation and shuttle services
    37. Business process outsourcing companies (with temporary accommodation and shuttle services, work from home)
    38. Mining and quarrying

The following are ALLOWED in GCQ areas:
  • Other manufacturing activities:
    1. Beverages
    2. Cement and steel
    3. Electrical machinery
    4. Wood products, furniture
    5. Non-metallic products
    6. Textile/wearing apparels
    7. Tobacco products
    8. Paper and paper products
    9. Rubber and plastic products
    10. Coke and refined petroleum products
    11. Other non-metallic mineral products
    12. Computer, electronic and optical products
    13. Electrical equipment 
    14. Machinery and equipment
    15. Motor vehicles, trailers, and semi-trailers
    16. Other transport equipment
  • Malls and commercial centers (including hardware stores, clothing, and accessories and non-leisure stores)
  • Barbershops, salons, spas, and other personal care industries (with strict health standards)
  • Wholesale and retail trade and repair of motor vehicles and motorcycles
  • Construction and Build, Build, Build
  • Forestry and logging
  • Publishing activities
  • Motion picture, video and television program production, sound recording and music publishing activities
  • Advertising and market research 
  • Real estate activities (except buying and selling)
  • Office administrative, office support and other business activities
  • Legal and accounting
  • Insurance, reinsurance, and pension funding except for compulsory social security
  • Architecture and engineering activities, technical testing analysis
  • Scientific and research development
  • Other professional, scientific and technical activities
  • Social work activities without accommodation
  • Government office - frontline offices
On the other hand, these are the services and activities that will NOT BE ALLOWED to resume both in areas under the enhanced community quarantine and those under the general community quarantine:
  • Gyms, fitness studios, and sports facilities
  • Entertainment-related mass gatherings such as:
    1. Theaters
    2. Cinemas
    3. Large Concerts
    4. Festivals
    5. Carnivals
    6. Conventions
    7. Shows
    8. Pubs and Bars
  • Business-related mass gatherings such as:
    1. Trade Shows
    2. Conferences
    3. Conventions
    4. Workshops
    5. Retreats
  • Politically-related mass gatherings such as:
    1. Election Rallies
    2. Polling Centers
    3. Parades
    4. Speeches/Addresses
  • Sports-related mass gatherings such as:
    1. Training
    2. Games
    3. Tournaments
    4. Championships
  • Religious man gatherings
  • Going to Libraries, archives, museums, and other cultural activities
  • Gambling and betting activities
  • Activities of travel agencies, tour operators, reservation services
  • Activities of membership organizations
