Riding Safely into the Future: The Impact of PUV Modernization in Northern Mindanao



In the modern world, transportation is crucial in the daily lives of people, businesses, and industries. However, the traditional Public Utility Vehicles (PUVs) in the Philippines, have long been a source of inconvenience and danger due to their old and outdated equipment, inefficient operation, and non-compliance with safety standards. The solution to this problem is PUV modernization, which aims to improve public transportation by providing modern, safe, and eco-friendly vehicles equipped with advanced features and technologies.


The recent news from Cagayan de Oro City highlights the importance of PUV modernization in the country. The Northern Mindanao Federation of Transport Service Cooperative (Nomfedtrasco), with 50 member-cooperatives operating in the region’s five provinces, announced that they will not participate in the planned nationwide transport strike. Nomfedtrasco is satisfied with the implementation of the Department of Transportation’s (DOTr) PUV modernization program, and 45 percent of its total membership has already modernized their fleets with new PUVs that comply with the Omnibus Franchising Guidelines (OFG).


The OFG mandates PUV operators to switch to modernized PUVs that are equipped with GPS monitors, CCTV cameras, air conditioners, and an automated fare collection system, and are running on at least Euro 4-compliant engines. This modernization program aims to provide safer, more comfortable, and reliable transportation services to the public while reducing environmental pollution and promoting sustainable development.


Nomfedtrasco's decision not to join the transport strike is commendable as it upholds the interest of the riding public, workers, students, and business owners who rely on PUV services. By complying with the government's modernization program, they contribute to the progress of the transportation industry and provide a better future for the next generation. Moreover, the National Confederation of Transport Unions (NCTU) in Northern Mindanao, which also decided not to join the strike, emphasized the importance of the government's role in addressing the various kinks of the PUV modernization program.
