“Ka-CEO” Program Empowers Over 800 Filipino Micro-Entrepreneurs Launch, Sustain Thriving Businesses Nationwide


In support of the Department of Trade and Industry’s Micro, Small, and Medium Enterprises (MSME) Development Plan 2023–2028, CVM Pawnshop and Money Changer Corporation (CVM Pawnshop) empowered 850 Filipino micro-entrepreneurs through the “Ka-CEO” Program, equipping them with fresh insights, new opportunities, and practical strategies to strengthen and scale their businesses.


Launched earlier this year, the “Ka-CEO” Program offers knowledge about a wide range of tools, strategies, and business methodologies designed to uplift entrepreneurs by fostering innovation, resilience, and global competitiveness across the country.


CVM Pawnshop President Paul Cancio said “We were inspired by the vision of the Department of Trade and Industry to strengthen MSMEs by enhancing their resilience, aligning with national development goals, and driving transformation through digital and regional collaboration”.

CVM Pawnshop’s “Ka-CEO” Program partners include the Department of Trade and Industry (DTI) and its Cagayan de Oro City office; the Business Permits and Licensing Office and the Local Economic Development and Investment Promotions Office of Lucena City; BPI, BPI AIA, and BPI Agency Banking. 


Other collaborators include GIPDEX, Alpha Leaders and Builders, Hand & Heart, Jaro Cathedral Office, as well as individual professionals such as Pharmacist, Entrepreneur, and Mental Wellness Coach Zaineb Magbanua, and Chemist and Social Entrepreneur Juanito C. Momo Jr.


Together for Change


At the CVM Pawnshop “Ka-CEO” Program in Lucban, Quezon, Hand and Heart (HH), a social enterprise with a vision to uplift the lives of people who are left behind including Persons with Disability (PWDs), shared their powerful vision of a more inclusive future. HH General Manager Genevieve Diokno, and Business Development Manager Elyse Go emphasized the importance of creating opportunities and spaces where every Filipino is empowered to grow, contribute, and thrive.


Hand and Heart offers a diverse range of services aimed at fostering inclusion and empowering PWDs. These include Sign Language Classes, Disability Sensitivity Awareness Workshops, Job Coaching, Interpreting Services, and Inclusion Workshops.


The said “Ka-CEO” Program featured merchandise by the Heart and Hand Shoppe, a social enterprise that showcases products crafted by PWDs. Proceeds will go directly to funding the creation of a new Hand and Heart School, dedicated to providing education and skills training for community.


Staying true to its core mission of Bridging Hope and Prosperity for the Filipino, CVM Pawnshop employs four regular deaf team members and is set to welcome 11 more Persons with Disabilities (PWDs) into its workforce. This milestone was made possible through the invaluable partnership and guidance of Hand and Heart.


Nurturing the Ka-CEO Mindset


Throughout the nationwide capacity building series, topics discussed span a wide range of themes, including entrepreneurship and business development, digital marketing and social media, financial literacy and wellness, operations and productivity, skills training and livelihood, values-driven and people-centered leadership, as well as market access and MSME support.


Solo parents from Muzon, Pavia, Lapaz, Bacolod, and Davao; members of the San Jose Del Monte Business Development Department; small business owners and market vendors; barangay workers; senior citizen officers; Municipal Social Welfare and Development members; and health volunteers were delegates of the “Ka-CEO” program. 


Also present were Nabitasan Elementary School teachers, Dumangas and Bacolod Department of Social Welfare and Development representatives, Auto-Immune Deficiency Disorder Bacolod Chapter, Cosmopolitan Evangelical Church, the Davao Kababaihan Group, Davao Fisherman Group, CDO Fitness Group, real estate professionals, nutritionist scholars, and the CDO Teachers Group.

BSP and ATRAM Expand PERA Digital Access with GCash Support

In a major step toward promoting financial inclusion, the Bangko Sentral ng Pilipinas (BSP) has made it easier for Filipinos to open a Personal Equity and Retirement Account (PERA) with the help of ATRAM and GCash.


Through the BSP’s Open Finance Pilot in the Philippines, millions of Filipinos can now open their own voluntary retirement savings account digitally — with GCash as a convenient sign-up option.

A Smarter Way to Save for Retirement

The PERA program is a government-backed voluntary retirement savings plan designed to give Filipinos better financial security for the future. It offers several benefits, including:

  • Tax perks: A 5% income tax credit on yearly contributions.
  • High contribution limits: Up to ₱200,000 per year for local contributors and ₱400,000 for Overseas Filipino Workers (OFWs).
  • Tax-free growth: Investments grow tax-free until retirement.
  • Flexible investment options to match financial goals.

With these advantages, PERA aims to encourage Filipinos to start saving early and consistently for a more secure retirement.

Easier Access Through GCash

In the past, opening a PERA account required tedious paperwork and a lengthy process. Now, with the integration of GCash, fully verified users can open an account faster by simply consenting to share their information with ATRAM, the first participating PERA Administrator under the BSP’s pilot program.


This collaboration marks a significant move toward making financial services more inclusive and accessible to Filipinos.

“GCash supports the agenda of the Bangko Sentral ng Pilipinas to strengthen financial inclusion,” said Winsley Bangit, GCash Vice President and Group Head for New Businesses. “By helping democratize access to investment and savings products like PERA, we can help more Filipinos plan for their future and take advantage of more rewarding opportunities with ease.”

A Step Forward in Open Finance

The Open Finance Project, initiated by BSP, is a collaborative effort among financial institutions to create a more interconnected and user-friendly financial system in the Philippines. By starting with PERA, the project sets the stage for more innovative and inclusive digital financial services.

GCash officially joined BSP’s Open Finance PH framework in July 2024, ensuring compliance and paving the way for more breakthroughs in digital finance.

With this innovation, more Filipinos — including Kagay-anons — now have the opportunity to prepare for retirement with ease, convenience, and peace of mind.
