CDO Emplements Executive Order no. 062 - Barangay Exit Pass Regulation in all Barangays in the City

“AN ORDER IMPLEMENTING THE BARANGAY EXIT PASS REGULATION IN THE CITY OF CAGAYAN DE ORO TO FURTHER LIMIT THE THREAT OF COVID-19 TRANSMISSION”


Section 1. FOR THE EFFECTIVE IMPLEMENTATION OF THE “STAY AT HOME” POLICY IN ALL BARANGAYS OF CAGAYAN DE ORO CITY CONSISTENT WITH THE EXISTING ADOPTED GENERAL COMMUNITY QUARANTINE PROTOCOLS, THE BARANGAYS ARE HEREBY DIRECTED TO ADOPT AND IMPLEMENT THE BARANGAY EXIT POLICY, AS FOLLOWS:

i. All barangays in the city shall implement an EXIT PASS policy, which shall govern and regulate the movements of people within their respective areas of the jurisdiction who may wish to leave their houses and barangays for essential purposes.

ii. Employees reporting to work shall only be required to present their respective Employment Identification Cards to the concerned barangay officials/personnel or the Homeowners Association (HOA) representatives, duly authorized by the barangay;

iii. Residents who require urgent medical attention shall be allowed to leave their homes without the need of securing a Barangay EXIT PASS.

Section 2. NO OTHER CLEARANCE REQUIRED. All barangays are hereby directed not to require their issuance of any other clearances or passes. For the avoidance of doubt, the barangays are reminded that Quarantine and other similar clearances are not appropriate, as only the City Government can issue a Quarantine Completion Certificate.

Section 3. NO FEES ALLOWED. All barangays are directed not to charge any fee or imposition for the issuance of the Barangay Exit Pass. The cost for the issuance of the Barangay Exit Pass shall be shouldered fully by the City Government.

Section 4. ENFORCEMENT. The concerned Sangguniang Barangay Officials and personnel, Tanods and the duly-authorized members of the Homeowners Association within the barangay and the Philippine National Police officers and personnel under the Cagayan de Oro City Police Office (COCPO) shall implement this Order.

In order to prevent any untoward incident, basic courtesy and respect must be strictly observed at all times by all persons.

Failure to abide by the foregoing guidelines and measures shall be meted with appropriate action, in accordance with the relevant laws, City Ordinances and regulations.

For this purpose, the City Legal Department is directed to initiate the appropriate charges as may be warranted.

EFFECTIVITY. This Executive Order shall take effect immediately.
