DBM Releases ₱145.56 Billion for Central Mindanao Highway (CDO to Malaybalay City), Set to Cut Travel Time and Boost Economy

CAGAYAN DE ORO, Philippines — A major infrastructure breakthrough is underway as the Department of Budget and Management (DBM) has secured the release of ₱145.56 billion for the Central Mindanao High Standard Highway Construction Project, a game-changing development expected to significantly improve connectivity and economic activity across Northern and Central Mindanao.

This funding release follows the directive of President Ferdinand R. Marcos Jr. to accelerate infrastructure development nationwide, ensuring that high-impact projects move forward without delays.

Faster Travel Between Cagayan de Oro and Malaybalay

One of the biggest advantages of the project is the expected reduction in travel time between Cagayan de Oro City and Malaybalay City.

Once completed, travel time will be cut nearly in half—making journeys faster, smoother, and more efficient for commuters and businesses alike.

  • Lower transportation and fuel costs
  • Faster delivery of goods and services
  • Improved logistics efficiency
  • More convenient daily travel

This development is expected to ease road congestion and provide a better overall travel experience for residents and visitors.

Boosting Economic Growth Across Mindanao

Beyond convenience, the highway is seen as a key driver of economic progress in the region.

By improving connectivity, the project will:

  • Strengthen regional trade and commerce
  • Attract local and foreign investments
  • Support agricultural productivity and faster market access
  • Promote tourism across Northern and Central Mindanao

Farmers, entrepreneurs, and logistics providers will benefit from faster and more efficient movement of goods, opening new opportunities for growth.

Guaranteed Funding Through FOA

A significant milestone for the project is the issuance of a Forward Obligational Authority (FOA) by the DBM.

This ensures sustained funding from 2026 to 2034, eliminating uncertainties and preventing project delays. The FOA serves as a firm commitment that the entire project will be fully financed until completion.

“This is not just about building a road—it is about connecting communities, shortening the distance between opportunities, and making everyday life easier for our kababayans.”

DBM Secretary Rolando “Rolly” U. Toledo emphasized that the move reflects the government’s commitment to delivering real and lasting impact to the public.

International Partnerships Supporting the Project

The Central Mindanao Highway will be funded through a combination of international and local financing:

  • Japan International Cooperation Agency (JICA)
  • Asian Development Bank (ADB)
  • Philippine Government counterpart funding

This collaboration highlights strong global confidence in the Philippines’ infrastructure development agenda.

A Game-Changer for Mindanao

The Central Mindanao High Standard Highway is more than just a road—it is a vital link that will connect communities, drive economic growth, and improve everyday life.

With better roads and faster travel, the project is expected to:

  • Improve quality of life for residents
  • Open new economic corridors
  • Enhance regional connectivity

The release of ₱145.56 billion for this major infrastructure project signals a strong commitment to national development.

As construction progresses, the Central Mindanao Highway will stand as a symbol of progress—bridging distances, creating opportunities, and shaping a more connected future for Mindanao.
