Cagayan de Oro City Hosts the Mindanao Leg of “Takbo Para sa West Philippine Sea” Advocacy Run

The strategic significance of the West Philippine Sea (WPS) has always been a critical issue for the Philippines, given the ongoing maritime dispute in the area. In light of this, the nationwide advocacy run, “Takbo Para sa West Philippine Sea,” has been organized to raise awareness and rally public support for the Philippines' stance on this matter. On September 8, 2024, Cagayan de Oro City will proudly host the Mindanao leg of this run, uniting citizens in a symbolic act of solidarity and patriotism.

The Purpose Behind “Takbo Para sa West Philippine Sea”

At its core, the “Takbo Para sa West Philippine Sea” is more than just a fun run; it is a nationwide movement aiming to educate and inspire Filipinos to support the nation’s ongoing efforts to protect its sovereignty and maritime rights. Spearheaded by the Philippine Coast Guard (PCG) and other national agencies, this event seeks to inform the public about the importance of the WPS and the various challenges the country faces in this ongoing maritime dispute.

Coast Guard’s Commitment to the Advocacy

Coast Guard Commodore Jay Tarriela, who also serves as the spokesperson for the National Task Force for the West Philippine Sea (NTF-WPS), emphasized the significance of this advocacy run. According to him, the run is designed to not only promote awareness but also to generate support for the development of educational materials aimed at informing the public about the issues surrounding the West Philippine Sea. These materials include comic books that discuss key topics such as the United Nations Convention on the Law of the Sea (UNCLOS), the Arbitral Award, and the Philippine government’s initiatives to defend its position.

Why Cagayan de Oro City?

Cagayan de Oro City, being a hub for community engagement and advocacy in Northern Mindanao, is a fitting location for the final leg of this nationwide run. Known for its active civil society and strong sense of community, the city is well-positioned to bring together participants from various sectors, including students, professionals, and civic organizations.

Hosting the Mindanao leg in Cagayan de Oro underscores the city’s importance in national initiatives and showcases its residents’ willingness to engage in causes that affect the entire country. It also aligns with the city’s history of supporting both local and national issues that promote unity and patriotism.

What to Expect on September 8, 2024

The Mindanao leg of “Takbo Para sa West Philippine Sea” promises to be a major event, featuring multiple race categories catering to different fitness levels. Participants can choose from 3K, 5K, and 10K distances. Each runner will receive a race kit that includes a commemorative shirt, race bib, and finisher’s medal. Beyond the race, the event will also feature information booths and educational exhibits that provide deeper insights into the West Philippine Sea issue.

The Bigger Picture: Strengthening National Support

The advocacy run is part of a broader effort by the government to unify the nation in supporting the Philippines’ maritime rights. President Ferdinand Marcos, Jr. has made it clear that disseminating accurate and timely information is a priority. By keeping the public and international community well-informed, the administration aims to secure both domestic and international backing for the country’s position.

The most important aspect is securing support from the international community. They can’t support us if they’re unaware of what’s happening in the West Philippine Sea. With the right information, we’re now seeing an influx of support,” Commodore Tarriela explained.

The Role of Diplomacy Amid Tensions

Despite the ongoing provocations and challenges from China, the Philippine government remains committed to resolving the WPS dispute through peaceful and diplomatic channels. The Department of National Defense (DND) continues to work closely with international allies to ensure that all actions taken are in line with international law and a rules-based order. This approach aligns with the Marcos administration’s focus on balancing assertive diplomacy with strategic engagement.

Economic Resilience Amid Geopolitical Challenges

The maritime issue isn’t just about territorial rights; it has significant implications for the Philippines’ economy. President Marcos has been proactive in enhancing the country’s economic resilience by strengthening ties with foreign leaders and attracting foreign investments. These efforts aim to mitigate any potential economic fallout resulting from China’s coercive tactics, which have impacted trade, fisheries, and other key sectors.

The Role of Filipinos in Supporting the Cause

The success of the “Takbo Para sa West Philippine Sea” event is heavily reliant on public participation. Beyond just joining the run, Filipinos are encouraged to learn more about the issues at stake and spread awareness within their communities. The Philippine Coast Guard and other agencies have reiterated the need for every Filipino to unite in supporting the government’s initiatives. Whether through social media advocacy, community discussions, or participation in events like this, everyone has a role to play.

Philippine National Heroes Day: Honoring the Brave and Selfless

Every last Monday of August, Filipinos come together to celebrate National Heroes Day, a special occasion dedicated to honoring the bravery, sacrifices, and patriotism of the country’s heroes. Unlike other holidays that commemorate specific figures, National Heroes Day pays tribute to all Filipinos—known and unknown—who have fought for freedom, justice, and the nation’s sovereignty.

A Day to Remember the Unsung Heroes

While many people immediately think of figures like Dr. Jose Rizal, Andres Bonifacio, and Emilio Aguinaldo, this day also celebrates the countless unsung heroes whose names may not be etched in history books but whose contributions remain invaluable. From the Katipuneros who fought during the revolution to modern-day heroes who serve and protect the country, National Heroes Day reminds everyone of the importance of courage, unity, and service.

The Legacy of Sacrifice and Patriotism

National Heroes Day is not just about remembering the past; it is a call to action for the present. It encourages Filipinos to embody the same spirit of nationalism and sacrifice in their own lives, whether through small acts of kindness or larger contributions to society.

A Time for Reflection and Gratitude

As the nation observes National Heroes Day, it’s an opportunity for Filipinos to reflect on the privileges they enjoy today—freedom, democracy, and cultural identity—thanks to the selfless acts of those who came before them. It is also a moment to renew commitment to the values these heroes stood for and to ensure that their legacy lives on.

On this day, let us remember that heroism comes in many forms, and each of us has the potential to be a hero in our own way.

Cagayan de Oro City has once again proven itself as a rising star in the Philippines by securing the title of the Most Competitive City in Mindanao for 2024. Garnering an impressive score of 51.4%, the city not only tops the rankings in Mindanao but also places 6th among highly urbanized cities nationwide. This remarkable achievement is part of the annual Cities and Municipalities Competitive Index (CMCI) program led by the Department of Trade and Industry (DTI) of the Philippines. The recognition highlights Cagayan de Oro’s excellence in key areas such as Economic Dynamism, Government Efficiency, Resiliency, Infrastructure, and Innovation.

What is the CMCI Program?

The Cities and Municipalities Competitive Index (CMCI) is an annual evaluation conducted by the DTI. It serves as a benchmark for cities and municipalities across the Philippines, measuring their performance across five key indicators: Economic Dynamism, Government Efficiency, Resiliency, Infrastructure, and Innovation. The CMCI rankings are highly regarded by policymakers, investors, and businesses as they provide valuable insights into the development potential of different areas.

Understanding Cagayan de Oro City’s Success

Over the years, Cagayan de Oro has consistently performed well in the CMCI rankings. The city’s balanced approach to governance, economic management, and community development has propelled it to the top of the rankings. This year’s recognition is a testament to the city’s unwavering commitment to progress and inclusivity.

Economic Dynamism: A Pillar of Cagayan de Oro’s Growth

Cagayan de Oro’s thriving economy is a key factor behind its competitiveness. The city boasts a vibrant business environment, characterized by continuous growth in local enterprises and increasing investment inflows. Major industries such as agribusiness, manufacturing, and retail contribute significantly to the local economy, providing employment opportunities and boosting livelihoods. The city’s strategic location as a gateway to Northern Mindanao has made it an attractive destination for businesses looking to expand in the region.

Government Efficiency: Enhancing Public Services

One of the pillars of Cagayan de Oro’s competitiveness is its efficient government services. The local government has invested in streamlining processes to provide faster and more transparent services to the public. From business permit processing to social services, the city government ensures that citizens and investors receive quality service. Collaborative efforts with private organizations and non-governmental groups also play a crucial role in delivering impactful programs and initiatives.

Infrastructure Development: Laying the Foundation for Growth

Infrastructure development is at the heart of Cagayan de Oro’s progress. The city has embarked on numerous projects aimed at improving transportation, enhancing connectivity, and promoting sustainable urban development. Major road expansions, bridge constructions, and the upgrading of public utilities have created a more conducive environment for businesses and residents alike. This unique combination sets it apart from other urban areas and reinforces its status as a city on the rise.

Challenges Faced by Cagayan de Oro in Maintaining Competitiveness

While Cagayan de Oro’s achievements are commendable, maintaining its competitiveness presents challenges. Rapid urbanization brings issues such as traffic congestion, waste management, and housing shortages. Additionally, external factors such as economic fluctuations and global trends can impact the city’s growth trajectory. Cagayan de Oro Tops the 2024 CMCI Resiliency Rankings for Highly Urbanized Cities: A Blueprint for Urban Resilience

The 2024 Cities and Municipalities Competitiveness Index (CMCI) has revealed the most resilient cities in the Philippines, highlighting the remarkable strength of Cagayan de Oro City, Misamis Oriental as it secured the top spot in the Resiliency Pillar for Highly Urbanized Cities (HUCs). As one of the core measures of the CMCI, the Resiliency Pillar evaluates the capacity of local government units (LGUs) to withstand shocks, recover quickly from disasters, and continue operations despite disruptions.

Understanding the CMCI Resiliency Pillar

The CMCI, an annual ranking spearheaded by the National Competitiveness Council (NCC) and supported by the United States Agency for International Development (USAID), gauges the performance of Philippine LGUs across five critical pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. Among these, the Resiliency Pillar has become increasingly vital in light of the country’s exposure to natural calamities and global health crises.

The Resiliency Pillar evaluates LGUs based on several key indicators:

  • Land Use Plan – Effectiveness of zoning and land use strategies.
  • Disaster Risk Reduction Plan (DRRM) – Implementation and coverage of disaster preparedness and mitigation plans.
  • Annual Disaster Drill – Regularity and participation in community-wide drills.
  • Early Warning System – Accessibility and reliability of early warning systems for various hazards.
  • Emergency Infrastructure – Availability of infrastructure like evacuation centers and emergency response units.

Cagayan de Oro has consistently excelled in these areas, making it a formidable force in this category and solidifying its position as a top-tier resilient city.

Cagayan de Oro: A Model of Resilience

Cagayan de Oro, often referred to as the “Gateway to Northern Mindanao,” has undergone significant transformation over the years. The city's commitment to disaster preparedness and adaptability has made it a national benchmark in urban resilience. Below are some factors contributing to its outstanding performance in the 2024 CMCI Resiliency Pillar:

1. Comprehensive Land Use and Zoning Plan

Cagayan de Oro's comprehensive land use plan ensures that areas are appropriately zoned to reduce the risk of disasters such as floods and landslides. With flood-prone areas clearly delineated and continuous monitoring of environmental hazards, the city effectively mitigates the impact of potential disasters. Strategic infrastructure projects, including flood control systems and drainage enhancements, further strengthen this plan.

2. Robust Disaster Risk Reduction and Management (DRRM) Framework

The city’s Disaster Risk Reduction and Management Office (CDRRMO) is a key player in implementing its proactive disaster preparedness initiatives. The CDRRMO has institutionalized a dynamic framework that not only focuses on response but also emphasizes prevention, preparedness, and mitigation. This framework is consistently updated based on evolving risk factors, enabling the city to maintain a high state of readiness.

3. Extensive Community Involvement in Annual Drills

One of the standout features of Cagayan de Oro’s disaster preparedness is the wide participation of its residents in annual disaster drills. The city conducts regular earthquake and flood drills that engage schools, businesses, and community organizations, ensuring that the public remains aware and prepared. The strong culture of preparedness in the city allows for swift and coordinated responses when real emergencies occur.

4. Advanced Early Warning Systems

Cagayan de Oro’s investment in state-of-the-art early warning systems (EWS) has significantly boosted its ability to manage disasters. These systems are designed to provide timely alerts through multiple communication channels such as text messages, public announcements, and social media updates. The city also collaborates with local media to disseminate critical information efficiently.

5. State-of-the-Art Emergency Response Infrastructure

The city boasts well-established emergency response infrastructures such as evacuation centers equipped with essential supplies, medical facilities, and communication networks. These centers are strategically located to ensure accessibility for residents across all barangays. Additionally, the city has a well-trained team of responders capable of handling both natural and man-made disasters with precision and care.

Achievements and Future Directions

The recognition of Cagayan de Oro as the most resilient city under the HUC category underscores its continuous pursuit of excellence in governance and public service. The city has long been a strong contender in various CMCI pillars, but this latest achievement solidifies its place as a leader in resilience. With a forward-looking approach that integrates technological advancements, public participation, and sustainable practices, Cagayan de Oro sets the bar high for other cities aspiring to improve their resilience and overall competitiveness.

Moving forward, the city is focusing on further enhancing its adaptive capacity through:

  • Smart City Initiatives: Leveraging technology for real-time disaster monitoring and management.
  • Climate Change Adaptation: Integrating climate resilience strategies into urban planning.
  • Sustainable Urban Development: Ensuring that growth aligns with environmental sustainability.

The Importance of the Resiliency Pillar in the CMCI

The growing emphasis on resiliency in the CMCI reflects the reality that cities must not only drive economic growth but also be capable of sustaining development in the face of adversity. The resilience of Cagayan de Oro serves as a blueprint for other cities aiming to balance progress with sustainability. Its ability to withstand and recover from disruptions—whether environmental, economic, or social—demonstrates the importance of forward-thinking governance and community engagement.

Conclusion

The 2024 CMCI cycle has once again proven that resilience is a cornerstone of competitive and sustainable urban growth. Cagayan de Oro’s top-ranking performance in the Resiliency Pillar for HUCs is a testament to its robust disaster preparedness, strong governance, and proactive community involvement. As the city continues to innovate and adapt to emerging challenges, it remains a shining example of what it means to be truly resilient.

In July 2024, Typhoon Carina swept across the Philippines, leaving a trail of devastation, particularly in the National Capital Region (NCR) and nearby provinces. The torrential rains caused widespread flooding, submerging homes, displacing thousands of families, and disrupting the daily lives of many. The calamity struck hard, especially in the provinces of Bulacan, Pampanga, Ilocos Sur, Rizal, and Metro Manila, where communities were left grappling with the aftermath of one of the most destructive storms in recent history.

The disaster underscored the importance of timely and coordinated relief efforts. In the wake of such overwhelming destruction, BDO Foundation, the corporate social responsibility arm of BDO Unibank, rose to the occasion, providing immediate assistance to those affected by the typhoon.

BDO Foundation’s Rapid Response: A Lifeline for Victims

As news of Typhoon Carina's impact spread, BDO Foundation quickly mobilized its resources, demonstrating its steadfast commitment to disaster relief. Partnering with the Tanging Yaman Foundation, dioceses and parishes, local government units (LGUs), and volunteers from BDO and BDO Network Bank, the foundation efficiently distributed 12,350 relief packs to over 12,000 families across 36 barangays in Luzon.

The relief efforts were concentrated in areas that bore the brunt of the flooding, including the cities and municipalities of Bulacan (Malolos, Calumpit, Bocaue, Hagonoy, Meycauayan, and Obando), Pampanga (Macabebe and Masantol), Ilocos Sur (Vigan), Rizal, and Metro Manila. These communities, which experienced severe flooding and displacement, received the support they desperately needed to begin the long road to recovery.

Essential Relief Packs for Immediate Needs

Understanding the urgent need for basic supplies, BDO Foundation prepared and distributed relief packs designed to meet the immediate needs of the affected families. Each pack contained essential food items such as rice, canned goods, and bottled drinking water. These provisions were critical in ensuring that families had access to basic nourishment during a time when food was scarce and access to clean water was limited.

In addition to food and water, the relief packs included hygiene kits to help families maintain cleanliness and reduce the risk of disease outbreaks in the aftermath of the disaster. BDO Foundation’s holistic approach to disaster relief underscores its commitment to not only addressing immediate needs but also promoting the overall health and well-being of those affected.

The Power of Partnerships in Disaster Relief

BDO Foundation’s ability to provide swift and effective assistance is a testament to the power of partnerships. Collaborating with organizations like Tanging Yaman Foundation and various dioceses and parishes, as well as working closely with LGUs, enabled the foundation to ensure that relief goods reached even the most isolated and heavily impacted communities.

The involvement of BDO and BDO Network Bank employees further strengthened the relief efforts. These volunteers played a crucial role in the packing and distribution of relief packs, exemplifying the spirit of bayanihan—a uniquely Filipino concept of communal unity and cooperation. Their dedication and hard work were instrumental in making the relief operations a success.

Looking Beyond Relief: BDO Foundation’s Long-Term Commitment

While providing immediate relief is essential, BDO Foundation recognizes that the road to recovery is a long and challenging journey. The foundation is committed to supporting the long-term recovery of the communities affected by Typhoon Carina. This commitment includes exploring opportunities to aid in the rehabilitation of vital infrastructure such as schools, health centers, and community facilities, which are crucial for the sustained well-being of the affected populations.

BDO Foundation’s long-term recovery efforts also involve working closely with local communities and government agencies to develop and implement programs that will help families rebuild their homes and restore their livelihoods. By focusing on resilience and sustainability, the foundation aims to ensure that these communities are better prepared for future disasters.

A Message of Hope and Resilience

BDO Foundation president Mario Deriquito shared a heartfelt message of solidarity with the victims of Typhoon Carina: “BDO Foundation hopes that through this simple act of kindness, we are able to show our solidarity to our kababayans and to help in giving them hope as they bounce back from this calamity.”

This message resonates deeply with the core values of BDO Foundation, which has always prioritized the welfare of the Filipino people in its initiatives. By providing not just material aid but also emotional and moral support, the foundation plays a crucial role in helping communities recover and rebuild after disasters.

Enhancing Disaster Preparedness for the Future

As the Philippines continues to face the threat of natural disasters, BDO Foundation remains committed to enhancing its disaster preparedness and response strategies. The foundation understands that effective disaster response requires not only timely action but also careful planning and coordination.

BDO Foundation is actively working to strengthen its disaster response framework by investing in training programs for its employees and partners, and by collaborating with both local and international organizations. These efforts are aimed at improving the foundation’s capacity to respond to disasters swiftly and efficiently, ensuring that communities receive the support they need when they need it most.

BDO Foundation’s response to Typhoon Carina exemplifies its unwavering commitment to supporting Filipino communities in times of crisis. Through its comprehensive relief efforts, strategic partnerships, and focus on long-term recovery, the foundation continues to be a beacon of hope and resilience for those affected by disasters.

As we look towards the future, it is clear that the efforts of organizations like BDO Foundation are critical in building a more resilient and disaster-ready Philippines. By fostering a culture of preparedness, compassion, and cooperation, we can ensure that our communities are equipped to face and overcome the challenges posed by natural calamities.
