Former President Duterte and Senator Christopher Lawrence Go Declared as Cagayan de Oro’s “Adopted Sons”

The city government of Cagayan de Oro recognized the valuable contributions of former President Rodrigo Duterte and incumbent Senator Christopher Lawrence Go to the country and the city. In a ceremony held on March 23 at a local hotel, the city government declared Duterte and Go as its “adopted sons.”

The event was attended by several local officials, executives from regional government offices, and dignitaries from the local business sector, highlighting the importance of the recognition.

Recognition for Senator Christopher Lawrence Go

During the ceremony, City Councilor Joyleen Mercedes Balaba read the resolution, numbered 14480-2023, which declared Senator Go as the city’s “adopted son.” The resolution was approved by the 20th City Council during its regular session on February 13.

The resolution cited Go’s invaluable support for the City Government’s programs and projects that aimed to provide quality health services to the city’s poor constituents. Go facilitated the establishment of two Super Health Centers in Barangays Balubal and San Simon, as well as the construction of four more health centers in the city.

In addition, Go was actively involved in the distribution of financial assistance to affected families during the pandemic. He also called for the government to increase its capacity to test, trace, and treat COVID-19 cases. Furthermore, the senator was instrumental in the construction of two Malasakit Centers in the city, which cater mostly to poor patients. These centers are located at the government-run Northern Mindanao Medical Center and the city government-operated JR Borja General Hospital.

Recognition for Former President Rodrigo Duterte

The resolution, numbered 14479-2023, declared former President Duterte as Cagayan de Oro’s “adopted son.” Duterte was recognized for the several infrastructure projects he implemented during his six-year term under the “Build Build Build” program and for his campaign against illegal drugs.

Duterte’s aggressive campaign to eradicate the proliferation and usage of illegal drugs in the country resulted in the capture of drug syndicates and the rehabilitation of drug addicts. His efforts led to a significant decrease in crime, which was particularly noticeable in Cagayan de Oro City.

The plaques were handed out to Duterte and Go by Mayor Rolando Uy, recognizing their significant contributions to the city.

Senator Go and Former President Duterte’s Acceptance Speeches

In his speech, Senator Go reiterated his commitment to serving the people even during his personal time, as his slogan “ang tanging bisyo ay magserbisyo” (my only vice is to serve) suggests.

Former President Duterte, on the other hand, humbly stated that he was just doing his job as an elected public servant and was not keen on accepting adulations.

The recognition of former President Duterte and Senator Christopher Lawrence Go as the city’s “adopted sons” shows how much the local government values their contributions to the country and the city. The infrastructure projects, anti-illegal drug campaign, and efforts to provide quality health services to the poor have made a significant impact on the city’s development.

Hotels in Northern Mindanao Fully Booked for Lenten Season, Camiguin Tops Reservations

The Department of Tourism (DOT) 10 (Northern Mindanao) has announced that most major hotels and resorts in the region are fully booked for the upcoming Lenten season. The announcement was made by DOT-10 Director Marie Elaine Unchuan during a press briefing held recently. She revealed that even resorts with accommodations are fully booked in the first week of April, in time for the Holy Week.

Camiguin Leads the Way

According to Unchuan, Camiguin had the most reservations as the island province is host to the annual "Panaad," where Catholic faithful visit churches and pray the Stations of the Cross. She said the influx is expected in Camiguin, especially with the launch of its tourism slogan "Isle Be There," and the easing of coronavirus disease 2019 restrictions for island visitors.

"Hinuklog" Cancelled

Unchuan, however, mentioned that the performance of the "Hinuklog" in Medina town, Misamis Oriental would not take place this year due to the local government's constraints. "Hinuklog" is an annual Holy Week event that highlights a street performance depicting the last days of Jesus Christ before his crucifixion and resurrection.

Job Fair for Displaced Tourism Workers

Meanwhile, the DOT-10, in partnership with the Department of Labor and Employment, has facilitated a job fair, offering more than 2,000 vacancies in the tourism industry. "This is a major project of DOT Secretary Christina Garcia-Frasco to be able to help displaced workers and potential tourism workers to avail of jobs in the industry in one setting," Unchuan said. The job fair will be held from March 30 to 31, with 70 employers looking for fresh hires.

With the onset of the Lenten season, the Northern Mindanao region, particularly Camiguin, is expected to welcome a surge of tourists, despite the ongoing pandemic. While the cancellation of the "Hinuklog" may disappoint some visitors, the job fair offers an opportunity for those in need of employment.

Pinyapel: The Eco-Friendly Paper Made from Pineapple Leaves, Promoted by the DTI in Australia

DTI is making waves in the Australian market by promoting Pinoy-made eco-friendly paper 'Pinyapel'. Pinyapel is a specialty paper made from discarded pineapple leaves, and the coined term is a portmanteau of pinya (pineapple) and papel (paper).

The DTI Design Center's materials research and development program spearheaded the Pinyapel project with the objective of creating sustainable, commercially feasible, and affordable materials while also bolstering local enterprises. The specialty paper is locally made and specifically designed for packaging applications such as corrugated paper cups, cup sleeves, and gift bags.

Pinyapel is a tree-free paper made entirely from pineapple leaves. It was developed by the Design Center of the Philippines in partnership with Cagayan de Oro Handmade Papercraft, Nature's Fresh, and IdeaTechs Packaging to address two issues simultaneously: deforestation and agricultural waste.

The Pinyapel project is a solution to deforestation by providing an alternative source of fiber that does not require the use of trees. The production of Pinyapel is also a solution to agricultural waste by utilizing discarded pineapple leaves that would otherwise be burned or left to rot.

The DTI aims to promote Pinyapel as one of the sustainable products in the Australian market. This will not only help reduce the environmental impact of traditional paper production, but it will also help support local Philippine enterprises that produce Pinyapel.

The promotion of Pinyapel in the Australian market is an important step towards sustainable practices in the paper industry. By choosing eco-friendly alternatives like Pinyapel, consumers can make a difference in protecting the environment and reducing waste.

Justice Served: 5 Police Officers Sentenced for Abduction in Cagayan de Oro

The recent conviction of five policemen in Cagayan de Oro for the kidnapping of a former overseas Filipino worker in 2016 is a bittersweet victory for the victim's family. Although the CCTV footage and a witness testimony were crucial in securing the conviction of the policemen, the victim himself was never found, leaving his family with no closure.

The policemen were found guilty of the broad daylight abduction of Enrique “Eking” Fernandez III outside an online gaming establishment in uptown Cagayan de Oro, which was caught on CCTV camera. The footage showed the policemen dragging the victim into a car in full public view. The motive for the abduction has remained unclear, but it was suspected that Fernandez was kidnapped apparently in an attempt to force his partner to pay a ransom, as his partner had just closed a multimillion-peso real estate deal at that time.

The convicted policemen are the following:

  • Senior Inspector Ereneo Ramirez
  • SP02 Jojo Lim
  • SP02 Alaindelon Tacubao
  • PO2 Sangkulan Hussien II
  • P02 Alejandro Ubanan

The convicted policemen were sentenced to up to 40 years in prison for kidnapping, and the court ordered them to jointly pay Fernandez’s heirs P350,000 in damages, excluding lawsuit costs. However, the court dismissed the carnapping case against them due to lack of evidence. Two of their alleged accomplices were also acquitted due to reasonable doubt.

It is heartening to see justice being served in this case, especially given that the policemen who were convicted were found to be operating like a crime syndicate. However, the fact that the victim was never found highlights the need for continued efforts to prevent such crimes from happening in the first place. The authorities must do more to ensure the safety of citizens and hold those who violate their rights accountable for their actions.

Overall, this conviction sends a strong message that those who abuse their power and commit crimes will be held accountable for their actions. However, it also serves as a reminder of the importance of continued efforts to prevent such crimes and ensure justice for victims and their families.

Flood Mitigation Projects in Cagayan de Oro City: Protecting Residents Through Innovative Engineering and Sustainable Strategies

Cagayan de Oro City is a thriving metropolis that has seen tremendous growth and development over the years. However, with this growth comes the challenge of ensuring the safety and well-being of its residents, particularly during natural disasters such as floods.

The city government has recognized this challenge and has risen to the occasion, implementing a range of flood mitigation projects that are both innovative and effective.

The Cagayan de Oro River Flood Control Project, for example, is a monumental feat of engineering that demonstrates the city's commitment to protecting its people. This project involved the construction of a river wall that spans a distance of 4.8 kilometers, a mammoth undertaking that required extensive planning, coordination, and expertise. But the results speak for themselves, as the wall now stands as a testament to the city's resilience in the face of adversity.

But the river wall is just one piece of the puzzle. The city government has also recognized the importance of improving the drainage system in the city, a critical component of any effective flood mitigation strategy. The construction of drainage channels and the removal of debris and sediment from existing channels has significantly improved the flow of water, reducing the risk of flooding during heavy rains.

Of course, flood mitigation is not just about building walls and clearing drainage channels. The city government has also recognized the importance of reforestation in preventing soil erosion and sedimentation, which can exacerbate flooding. By planting trees and other vegetation in the upstream areas of the Cagayan de Oro River, the city is helping to protect its residents and reduce the risk of flooding.

But perhaps one of the most impressive aspects of the city's flood mitigation efforts is its Flood Early Warning System. This system uses real-time data to provide residents with timely alerts about potential flooding, giving them precious time to evacuate and seek shelter. This innovative system is a prime example of how technology can be harnessed to improve the safety and well-being of citizens.

The flood mitigation projects in Cagayan de Oro City are a testament to the city's commitment to protecting its residents and ensuring their safety during natural disasters. Through innovative engineering, effective planning, and a dedication to utilizing technology to its fullest potential, the city has created a comprehensive flood mitigation strategy that is both effective and sustainable. As the city continues to grow and develop, its flood mitigation efforts will undoubtedly play a critical role in ensuring the safety and well-being of its citizens for generations to come.

Cagayan de Oro's Solution to Traffic Congestion: The Bus Rapid Transit System

Cagayan de Oro, a rapidly developing city in Northern Mindanao, is facing a major traffic problem. To address this issue, the City Council committee on planning, innovation, and development, chaired by Councilor Ian Mark Q. Nacaya, is seeking funds for the proposed establishment and operation of a Bus Rapid Transit (BRT) system in the metro.

The BRT is a high-quality, bus-based transit system that offers fast, comfortable, and cost-effective services at a metro-level capacity. The BRT has dedicated lanes, with busways and iconic stations typically aligned to the center of the road, off-board fare collection, and fast and frequent operations. With these features, the BRT is much more reliable, convenient, and faster than regular buses, which can get stuck in traffic and take longer to reach their destination.

The City Council's pursuit of funds for the establishment and operation of a BRT system in Cagayan de Oro is a testament to the city's commitment to sustainable development and efficient transportation systems. With the right funding and support, the BRT system can become a reality, and Cagayan de Oro can lead the way in providing high-quality, sustainable, and innovative transportation solutions.

Unfortunately, the Department of Transportation (DOTr) informed the City Council that the request cannot be accommodated at this time due to a lack of funds. However, the DOTr assured that this will be gladly considered if funds for the project preparation are made available by the Department of Budget and Management (DBM) or other funding sources.

The establishment of a BRT system in Cagayan de Oro would be a game-changer for the city's transportation system. With a growing population and economy, the BRT system would provide an efficient and sustainable mode of transportation that can handle the metro-level demand. Moreover, the BRT system would reduce traffic congestion, air pollution, and carbon emissions, which are major concerns in the city.

The BRT system is not just a transportation solution, but also an opportunity to showcase the city's innovative and progressive vision for the future. The iconic stations and dedicated lanes would not only serve as functional infrastructure but also as public spaces and landmarks that can enhance the city's identity and urban aesthetics. Furthermore, the BRT system would create jobs and boost local businesses, as it requires maintenance, operation, and management.

The proposed Cagayan de Oro Bus Rapid Transit (BRT) System is now in the pre-project preparation stage. This was finally confirmed after the National Economic and Development Authority (NEDA) released the list of 194 Infrastructure Flagship Projects (IFP) under the administration of President Ferdinand “Bongbong” Marcos, Jr. The Cagayan de Oro BRT System Project will be implemented by the Department of Transportation (DOTr) under the Public-Private-Partnership (PPP) Program.

The City Council's pursuit of the BRT system is a proactive response to the city's pressing need for a sustainable and efficient transportation system. With the right funding and support, the BRT system can become a reality, and Cagayan de Oro can establish itself as a leader in sustainable and innovative transportation solutions.

USTP Shines a Light on Education: Night Classes for Working Students and Out-of-School Youth

The University of Science and Technology of the Philippines (USTP) is taking a significant step towards expanding educational opportunities for working students, out-of-school youth, and underserved students in Cagayan de Oro City. The USTP is set to offer night classes and weekend classes in August of this year, as approved and implemented by the USTP's Board of Regents (BOR) during their last special board meeting, which was chaired by CHED Commissioner Jo Mark Libre.

The night class program was originally proposed by Cong. Rufus Rodriguez last year, who is a committed member of the BOR and the principal author of the USTP Law. Rodriguez strongly believes that it is the University's responsibility to provide quality education to a wider population and take measures to expand access to education to reach the underserved members of society. Thus, he supports the opening of more class schedules in USTP to give more residents in Cagayan de Oro City the opportunity to receive high-standard education and training.

The Night Class Program will provide FREE tuition and other school fees courtesy of the Free Higher Education Appropriation granted by RA 10931, also known as the Universal Access to Quality Tertiary Education Act. This will undoubtedly encourage more individuals to pursue higher education and obtain the knowledge and skills they need to pursue their goals.

The proposed programs to be offered during the night classes include BS in Computer Engineering, BS in Information Technology, BS in Technology Communication Management, and Bachelor of Technology, Operations and Management. These courses will provide students with the necessary knowledge and skills to pursue successful careers in various fields, especially those related to technology and management.

Offering night classes and weekend classes is an excellent opportunity for working students, out-of-school youth, and underserved students to obtain a quality education that they may have otherwise been unable to access. It is a significant step towards ensuring that every individual has access to education, as it recognizes the basic human right to education.

The USTP's decision to offer night classes and weekend classes is a commendable move that deserves applause. It is a testament to their commitment to providing quality education to a wider population and taking measures to expand access to education to reach underserved members of society. It is an excellent opportunity for individuals who are working or are unable to attend regular classes to obtain the knowledge and skills they need to pursue successful careers.

Philippine Army to Monitor Discharged Soldiers to Prevent Criminal Activities

The recent killing of Negros Oriental Governor Roel Degamo has raised concerns about the potential involvement of former soldiers in criminal activities. In response, the Philippine Army has announced that it will begin monitoring discharged soldiers, especially those who have received specialized training in sniping, special warfare, and explosives. Army Chief Lieutenant General Romeo Brawner Jr. stated that the army will ensure that these highly trained individuals do not use their skills for criminal activities.

The suspects involved in the killing of Governor Degamo were dishonorably discharged soldiers who displayed military precision during the attack. This incident prompted President Ferdinand Marcos Jr. to direct the Philippine National Police (PNP) to identify areas with high occurrences of local killings and intense political rivalries.

In a meeting at Malacañang, the issue of former soldiers becoming guns-for-hire or getting involved with criminal syndicates was discussed. The Army aims to prevent the misuse of the specialized military skills that these individuals have acquired. The former explosives and ordnance division members may also be required to seek approval from the Army before leaving the country.

The recent arrest of highly trained former soldiers during pursuit operations following the Negros Oriental gun attack further highlighted the need for increased monitoring of discharged soldiers. Among those arrested were former Army sergeant Joric Garrido Labrador, former sergeant Joven Calibjo Javier, and former corporal Benjie Rodriguez.

The involvement of former soldiers in criminal activities is a cause for concern, as they possess specialized training that can make them a significant threat to public safety. The Philippine Army's move to monitor discharged soldiers is a proactive step towards preventing the misuse of military skills for criminal activities.

The government should also address the root causes that drive former soldiers to engage in criminal activities, such as unemployment and lack of social support. By providing support and opportunities for these individuals, they may be less likely to resort to criminal activities.

The Philippine Army's decision to closely monitor discharged soldiers is a positive step towards preventing criminal activities. However, the government must also address the underlying issues that lead to the involvement of former soldiers in criminal activities. With proper support and opportunities, these highly trained individuals can contribute to society and become valuable members of their communities.

Northern Mindanao's Flavorful Twist on Kinilaw: Tabon-Tabon and Suha

Kinilaw is a traditional Filipino dish that is popular in many regions throughout the country. In Northern Mindanao, Kinilaw is a staple food, and it is prepared with a variety of seafood like tuna, lapu-lapu, and tanigue. However, the use of Tabon-tabon and Suha in this dish makes it even more unique and flavorful.

Tabon-tabon is a fruit that is native to Mindanao and is known for its pungent aroma and strong flavor. It is often used as a natural meat tenderizer and flavor enhancer in local cuisine. Suha, on the other hand, is a type of citrus fruit that is similar to pomelo, and it adds a tangy and refreshing flavor to the dish.

To make Kinilaw with Tabon-tabon and Suha, you will need the following ingredients:

  • 1 kilogram of fresh fish or seafood
  • 1 cup of vinegar
  • 1 cup of calamansi juice
  • 1 medium-sized onion, chopped
  • 1 medium-sized ginger, minced
  • 2 pieces of green chili peppers, chopped
  • 1 Tabon-tabon fruit, grated
  • 1 Suha fruit, peeled and segmented
  • Salt and pepper to taste

Here's how to prepare Kinilaw with Tabon-tabon and Suha:

  1. Clean and fillet the fish or seafood. Cut it into bite-sized pieces and set aside.
  2. In a mixing bowl, combine the vinegar, calamansi juice, onion, ginger, and green chili peppers. Mix well.
  3. Add the grated Tabon-tabon fruit to the mixture and stir well.
  4. Add the fish or seafood to the mixture and mix well. Make sure that each piece of fish or seafood is coated with the marinade.
  5. Season with salt and pepper to taste. Mix well.
  6. Add the segmented Suha fruit to the mixture and mix gently.
  7. Cover the mixing bowl and refrigerate for at least 30 minutes to allow the fish or seafood to absorb the flavors.
  8. Serve cold with sliced tomatoes and onions on top.

Kinilaw with Tabon-tabon and Suha is a delightful twist on the classic Kinilaw recipe. The Tabon-tabon adds a rich and earthy flavor to the dish, while the Suha provides a zesty and refreshing taste. The combination of these ingredients with the tangy and spicy marinade creates a mouthwatering explosion of flavors that is sure to delight your taste buds.

If you're looking for a unique and flavorful dish to try, Kinilaw with Tabon-tabon and Suha is definitely worth a shot. It is a perfect dish for any occasion and is sure to impress your friends and family. Give it a try and experience the true taste of Northern Mindanao!

Ambush-Slay of Negros Oriental Governor Roel Degamo: Unpacking the Connections between Military Discharge and Criminal Involvement

The recent arrest of former Philippine Army soldiers involved in the ambush-slay of Negros Oriental Governor Roel Degamo highlights the importance of cleaning the army squad from bad soldiers. The suspects were dishonorably discharged from the military service years ago due to their lack of discipline and involvement in illegal drugs. Their unauthorized use of military uniforms, firearms, and insignias during the attack is a cowardly act that deceives and misleads the authorities and ordinary people.

The Philippine Army spokesperson, Col. Xerxes Trinidad, strongly condemns this act and emphasizes the Army's solidarity with the law enforcement authorities in resolving the case and giving justice to the victims. The Department of National Defense also condoles with the families of Degamo and the other victims.

The case raises concerns about the need to identify and weed out bad soldiers from the army. The army plays a crucial role in maintaining peace and security in the country, and soldiers must exhibit discipline and integrity in performing their duties. Those who fail to meet the standards must be removed from service to prevent them from becoming a threat to society.

Furthermore, the case underscores the importance of collaboration between the local government and the security sector for the betterment of the communities. Governor Degamo was a firm believer in this collaboration and supported peace and development efforts under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The Enhanced Comprehensive Local Integration Program (E-CLIP) for the reintegration of former rebels to mainstream society is an excellent example of this collaboration.

The arrest of former Philippine Army soldiers involved in the ambush-slay of Negros Oriental Governor Roel Degamo highlights the importance of identifying and removing bad soldiers from the army. It also underscores the significance of collaboration between the local government and the security sector for the betterment of communities. The army plays a vital role in maintaining peace and security in the country, and it is essential to ensure that its soldiers exhibit discipline and integrity in performing their duties.

Understanding and Managing Flood Risks in Cagayan De Oro River Basin through Catchment Characterization

Cagayan De Oro River Basin is an important water resource in Northern Mindanao, Philippines. It is a vital catchment area that collects rainwater and runoff from various sources. However, in recent years, flooding has become a recurring problem in the area, causing damage to infrastructure and endangering lives. In order to understand the causes of flooding in the Cagayan De Oro River Basin, catchment characterization is essential.

Catchment characterization involves studying the physical, hydrological, and meteorological characteristics of a catchment area to determine how water flows through the system. This information can be used to develop flood management strategies and to identify areas that are at risk of flooding.

In the case of Cagayan De Oro River Basin, catchment characterization has revealed several factors that contribute to flooding. These include:

  • Topography: The Cagayan De Oro River Basin is characterized by steep slopes and narrow valleys. This makes the area vulnerable to flash floods, which occur when heavy rainfall causes a sudden increase in water levels.
  • Land Use: The rapid urbanization of Cagayan De Oro City has led to changes in land use. The construction of roads, buildings, and other infrastructure has increased the amount of impervious surfaces in the area, which reduces the amount of water that can be absorbed by the soil. This results in increased runoff and can exacerbate flooding.
  • Climate Change: Climate change has led to an increase in extreme weather events, such as heavy rainfall and typhoons. These events can cause flooding in the Cagayan De Oro River Basin and other areas in Northern Mindanao.
  • Watershed Management: Poor watershed management practices, such as deforestation, can also contribute to flooding. Deforestation can lead to soil erosion, which can clog rivers and reduce their capacity to hold water.

To address these issues, catchment characterization has been used to develop flood management strategies for the Cagayan De Oro River Basin. These strategies include:

  • Watershed Management: Programs have been developed to promote sustainable land use practices, such as reforestation, in order to reduce soil erosion and increase the amount of water that can be absorbed by the soil.
  • Infrastructure: Infrastructure projects, such as the construction of flood control structures and the improvement of drainage systems, have been implemented to reduce the risk of flooding in urban areas.
  • Early Warning Systems: Early warning systems have been developed to alert residents of potential flooding events, allowing them to take necessary precautions to protect themselves and their property.

In conclusion, catchment characterization is an important tool for understanding the causes of flooding in the Cagayan De Oro River Basin. By identifying the factors that contribute to flooding and developing strategies to address them, we can reduce the risk of flooding and protect the people and infrastructure of Northern Mindanao.
