Commission on Elections (Comelec) will no longer require voters to be vaccinated before voting in Election 2022

The Commission on Elections said Filipinos do not need to show proof of COVID-19 vaccination or negative RT-PCR test results to cast their votes.


"We're not going to require [vaccination] cards, RT-PCR test results," Comelec director and spokesperson James Jimenez said. This is amid the fear that many Filipinos will still not be vaccinated next year or those who do not want to be vaccinated.


Jimenez also said every voting center will have a health screening. Comelec will also cooperate with the Inter-Agency Task Force for contact tracing, he added.


According to Comelec Spokesperson James Jimenez, even demanding a negative result of COVID-19 is no longer mandatory for voters. But during the canvassing of votes, the Commission on Elections (Comelec) will strictly implement health and safety protocols against COVID-19 in vote canvassing venues for the 2022 elections.


In the guidelines released on Tuesday, the poll body mandated the Board of Canvassers to ensure that all persons inside vote canvassing venues are fully vaccinated. If unvaccinated or partially vaccinated, the personnel must present a negative antigen or swab test result.


So far, the Comelec has laid down health and safety protocols to prevent the voting process from becoming a superspreader event.

Detectives of CIDG Cagayan de Oro CFU conducted police operation at the above mentioned place which resulted in the  arrest of the suspect who was caught in the act accepting marked money in exchange of fake vaccination card. 


Confiscated pieces of evidence from her possession, control and custody were the following to, wit: 

  1. Two (2) pcs  One Hundred 100-peso bill marked money (Dusted);
  2. Two thousand fifty pesos (Php 2,050.00) in different denomination;
  3. Five (5) pcs Fake Vaccination card;
  4. One (1) unit HP Laptop;
  5. One (1) unit Brother printer;
  6. One (1) unit QUAFF Laminating film Machine; and
  7. One (1) unit QUAFF PAPER CUTTER.

In Mayor Oscar Moreno's message, he emphasized that during Bonifacio's time the importance of the revolution was the empowerment of the people, but in every generation, there are challenges to be faced.


According to the mayor, the test facing the people today is the virus that has not been known for how long, has not been seen and there is no cure until now.


He said it is time for the people to participate to escape the fear brought by COVID-19, by participating in the National Vaccination Day.

The City Health office or CHO revealed that only 7 Persons Deprived of Liberty or PDL’s tested positive for COVID-19 at Lumbia City Jail.


This was announced by Dr. Ted Yu Jr., the Medical Officer of the City Health Office who said only men tested positive and no more personnel from the Bureau of Jail Management and Penology or BJMP were infected with the virus.


Meanwhile, Dr. Yu also thanked their BJMP health partners for taking care of those who are tested positive for COVID-19 at their facility.

CHO Medical officer Dr. Ted Yu Jr. said that everyone must take advantage of the free vaccine and follow minimum public health standards because the virus still persists.


It also means that the Omicron variant will mutate ten times compared to the Delta which is three to four times.


Dr. Yu added, that they will await further notification from the Department of Health where experts are now already studying the impact of that variant.


It is known that the Omicron variant was first detected in South Africa where several other countries have confirmed that they already have cases of the Omicron variant.

CAGAYAN DE ORO CITY - Malapit nang bumagsak ang New People's Army (NPA) sa Misamis Oriental habang nagsisimula nang sumuko ang mga mandirigma nito, sinabi ng 58th Infantry Battalion (58IB) ng Army nitong Sabado.


Sa isang pahayag, sinabi ng militar na si Kam, 29, isang medic at finance officer ng Guerilla Force Motorola, ay umamin na ang pagkakahuli sa kanilang mga pinuno at ang sunud-sunod na pagsuko ng iba pang miyembro ay nagresulta sa mababang moral ng iba't ibang yunit ng NPA.


"Ang dating katayuan ng ibang mga sumuko ay lie-low, ngunit dahil sa presensya ng gobyerno sa kanilang mga komunidad, nagpasya silang magpasakop sa mga awtoridad at makipagkasundo sa gobyerno,".Sinabi ni Lt. Col Ricky Canatoy, commanding officer ng 58IB, habang kinikilala niya ang walang humpay at nakatutok na mga operasyong militar laban sa NPA.


Sinabi ni Kam, ng Sitio Anahaw, Barangay Bantawan, Gingoog City, na nagpasya siyang sumuko matapos mahuli ang kanilang mga pinuno sa Sub-Regional Committee-1.


Nahuli noong Setyembre ang kanilang sekretarya na si alyas Mosong at ang deputy secretary na si alyas Maya.


Mula noon, sinabi ni Kam na nawalan ng focus at direksyon ang grupo at humina ang tiwala ng mga miyembro sa paninindigan ng NPA.


Bukod kay Kam, ang mga miyembro ng Guerilla Front Huawei na sina alyas Manny, 40, isang platoon guide; alyas Yury at alyas Jeffrey, kapwa 24, vice squad leaders; alyas Janerose, 23, isang squad medic; at alyas Rinly, 21; at SRSDG Eagles medic na si alyas Lopen, 18, ay sumuko rin sa kampo ng 58IB sa Sitio Migbandy, Poblacion, Claveria, Misamis Oriental noong Nobyembre 11 at 21.


"Ang kanilang pagsuko ay kasinghalaga ng pagsuko ng mga pangunahing pinuno dahil kung hindi, may posibilidad na bumalik sila bilang isang aktibong mandirigma ng NPA, na nagdaragdag sa lakas ng armadong grupo," sabi ni Canatoy.


Nakatanggap sila ng livelihood assistance, cash, at grocery items mula sa 58IB, munisipalidad ng Claveria, Department of Labor and Employment Region 10, consumer store ng 58th IB Former Rebels Association, at Medina Rural Waterworks and Sanitation Cooperative.


Nauna nang sinabi ni Claveria Mayor Meraluna Abrogar na mahalagang bahagi ng pag-unlad ng bayan ang pagsuko ng mga dating rebelde dahil mas magiging ligtas ang lugar para sa mga turista at residente.

Nilinaw ng Department of Labor and Employment in Northern Mindanao (DOLE-10) noong Biyernes (Nov. 26) na habang hinihikayat ng pambansang pamahalaan ang publiko na magpabakuna sa anti-coronavirus disease 2019 (COVID-19), hindi maaaring tanggalin ng mga employer ang mga manggagawa na tumangging magpa-bakuna.


Sinabi ni Director Atheneus Vasallo, ang technical service and support division director ng DOLE-10, sa pamamagitan ng Zoom conference na para sa mga kontraktwal na manggagawa, ang mga employer ay maaaring lumabag sa mga short-duration contracting at sub-contracting arrangement kung mapatunayang may tinanggal na mga manggagawa na piniling hindi magpabakuna. .


“Kung ikaw ay isang manggagawa ng isang kontratista, sa mga kumpanya o mga kliyente, ang iyong trabaho ay protektado pa rin; protektado pa rin ang security of tenure,” aniya.


Bilang pagsunod sa mga alituntunin na itinakda ng Inter-Agency Task Force (IATF) Resolution No. 148-B, at Republic Act 11525 o ang COVID-19 Vaccination Program Act of 2021, muling iginiit ng ahensya na habang ang mga employer ay nangangailangan ng kanilang mga karapat-dapat na manggagawa na inatasang gumawa ng "on-site na trabaho" upang mabakunahan, hindi nila maaaring wakasan ng trabaho ang ibang mga empleyado na tumangging kumuha ng bakuna.


Sinabi ni Vasallo na ang mga tumanggi, gayunpaman, ay kinakailangang sumailalim sa RT-PCR (reverse transcription-polymerase chain reaction) na regular sa kanilang sariling gastos, o ayon sa inireseta ng mga kumpanya.


Sinabi ni Lawyer Amor Deo Bajarla, mediation-arbitration and legal services officer ng DOLE-10, maging ang mga regular na manggagawa mula sa gobyerno at pribadong kumpanya ay hinihikayat na magpa-bakuna.


Aniya, sa ilalim ng partikular na resolusyon ng IATF, mayroon ding kinakailangang bilang ng mga manggagawa na kailangang mabakunahan sa mga pinagtatrabahuan ng gobyerno.


Sinabi ni DOLE-10 Director Albert Gutib na buo ang suporta ng kanilang ahensya sa paparating na tatlong araw na national vaccination mula Nobyembre 29 hanggang Disyembre 1 ayon sa mandato sa ilalim ng Presidential Proclamation 1253.


Dapat din aniyang isaalang-alang ng mga employer ang mga empleyadong sasali sa vaccination drive, at hindi dapat mamarkahang absent sa trabaho gaya ng nabanggit sa proklamasyon.


Binanggit din ni Gutib ang partikular na resolusyon ng IATF na nag-aatas sa mga empleyado na magpakita ng sapat na patunay sa mga employer na lumahok sila sa national vaccination drive upang hindi maituring na wala sa araw na iyon. (PNA)

The re-implementation of a policy which requires the mandatory use of face shields in public places is now being considered by the country’s task force on coronavirus disease (COVID-19) amid the emergence of the “Omicron” (B1.1.529) variant.


All of us were in relief after the Office of the President lifted the mandatory use of face shields in Alert Level 1-3 areas last November 15. But we hope you haven't disposed your face shields yet because the National Government is already eyeing that Face shields will help fight the spread of the new variant of the coronavirus. So far, Vaccine czar Carlito Galvez Jr. said the Philippines has yet to record a case of Omicron.


“Some people from the World Health Organization (WHO) also believes that we had a good campaign against the Delta variant as compared to other [countries] because of the added protection due to face shields, said Vaccine czar Carlito Galvez Jr.


As a safety measure, 14 countries are now under the Philippines red list until Dec. 15 due to COVID-19 Omicron variant. In a statement, Cabinet Secretary Karlo Nograles said the following countries are now under the red list:

  • South Africa
  • Botswana
  • Namibia
  • Zimbabwe
  • Lesotho
  • Eswatini
  • Mozambique
  • Austria
  • Czech Republic
  • Hungary
  • The Netherlands
  • Switzerland
  • Belgium
  • Italy


Meanwhile, Hong Kong, despite logging three cases of the said variant, was placed under the yellow list, and travelers from the said territory will have to comply with testing and quarantine protocols for yellow list countries.


Meanwhile, passengers already in transit and all those who have been to red list countries within 14 days prior to their arrival to the Philippines and will arrive before 12:01 a.m. of November 30, 2021, shall not be subject to this restriction from entry. They, however, will be required to undergo facility-based quarantine for 14 days with testing on the seventh day regardless of their RT-PCR result.


Hopefully, the new COVID variant Omicron won't spread throughout the country this Christmas season, or else, we will be celebrating Christmas with tight restrictions again.

Construction of flood mitigation structures is about to commence along Claro M. Recto Avenue of the Butuan City-Cagayan de Oro City-Iligan City Road (BCIR), specifically covering the area from crossing of Puregold to Bitan-ag Bridge and from Limketkai Drive corner Coffee Bean and Tea Leaf (CBTL) to McDonald’s.


In coordination with Cagayan de Oro City Local Government Unit (CDOC LGU) through its Roads and Traffic Administration (RTA) and by virtue of Executive Order No. 129-2021A signed by City Mayor Oscar S. Moreno, ordering a temporary traffic scheme for the construction of box culvert along BCIR and Limketkai Drive, a dry run for the temporary traffic scheme will be implemented on Saturday, November 27, 2021, in preparation for the commencement of construction works on Monday, November 29, 2021.


The construction sequence of DPWH Regional Office X comprises five (5) phases – with five (5) sub-phases for Phase 1 and two (2) sub-phases for Phase 2 – hence, the basis of RTA’s temporary traffic scheme. (Please refer to EO No. 129-2021A below)

The First Phase (Sub-phases 1A and 1B) of the project implementation involves the construction of a single barrel diversion drainage line that would connect the existing Bitan-ag Channel at Limketkai to the diversion drainage line along BCIR and Agora Terminal Road in Lapasan. Thus, a temporary road closure of a portion from the crossing of Puregold towards Limketkai Drive fronting CBTL will be implemented.


Aiming to mitigate flooding in the mentioned areas, the constructed drainage line will divert water from Bitan-ag Creek in Limketkai Section leading to CM Recto Highway then straight to Valenzuela Road in Agora and exits at the downstream portion of the creek.


The First Phase (Sub-phases 1C, 1D and 1E) also includes the re-blocking and raising along the BCIR section, from Puregold to Bitan-ag Bridge, by not more than one meter. This phase of the project will run for 300 calendar days considering that no major intervening issues are encountered.

Project details for Phases 2 to 5 will be presented in a separate press release once construction works will begin for the said specific sections.


Meanwhile, on a larger scale, the CDO Urban Drainage Master Plan is now funded by 47.12% or Php 3.198 Billion out of the total project cost of Php 7.265 Billion. This funded amount covers 21,564.03 linear meters of the project or 53.17% of the total project length.

Several lawyers and the Associated Labor Unions-Trade Union Congress of the Philippines (ALU-TUCP) in Northern Mindanao have questioned a government move to require COVID-19 vaccination cards from citizens, arguing that such policy cannot be based on what the government's coronavirus task force.


This issue has been raised after the Department of Labor and Employment (DOLE) in NorthMin announced regarding Employers in the region to be allowed to require their workers to get vaccinated in order to report for work or else ask them to take RT-PCR test before they can report for work.


DOLE technical director Atheneus Vasallo said that workers who are unvaccinated will not be laid off but will be required to get vaccinated before hey can report on-site on their respective jobs, especially in areas where COVID-19 vaccines supplies are sufficient and for those who chose not to get vaccinated will need to take RT-PCR test once every two weeks at their own expense.


But according to lawyer Nicandro Borja, the IATF resolution is illegal, is in direct conflict with the DOLE’s order that vaccination is not a requirement for work.


Mayor Oscar Moreno said last Wednesday that they will identify government employees who are unvaccinated and may move in requiring them to take the RT-PCR tests.


CDO RCB chairman Atty. Edgardo Uy said that he hope that this matter will reach to the supreme court in order to decide whether to stop or continue with the “No vaccine, no entry” policy.

702 Displaced Workers in CDO due to COVID-19 Pandemic Received PHP2.5-million Cash Aid

702 disadvantaged workers in CDO receive P2.5-M cash aid

CAGAYAN DE ORO CITY - A total of 702 workers who were disadvantaged or displaced due to the coronavirus disease 2019 (Covid-19) pandemic have received cash aid totaling PHP2.5-million on Friday.


The fund comes from the "Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers" (TUPAD) under the Department of Labor and Employment (DOLE), and the beneficiaries were the recent batch that received the cash aid.


DOLE-Cagayan de Oro City Field Office Chief Emmanuel G. Toledo said in a statement that the beneficiaries had completed their 10-day work period beginning on November 24, after which they will each receive PHP3,650 worth of wages.


He said the beneficiaries were informal sector workers who suffered from the continuing effects of the pandemic, members of the Lesbian Gay Bisexual Transexual Queer community who lost their jobs due to the closure of salons and beauty parlors, women, youth, indigenous peoples (IPs), senior citizens, and flood and fire victims.


DOLE Asst. Sec. Victor del Rosario, in his speech during the pay-out ceremony here, hoped that with TUPAD workers may be able to maximize the aid they received.


"Please don't use it (cash assistance) to gamble (in bets), use it for the needs of your family or for starting a small business," he said in Filipino.


The TUPAD Program is temporary emergency employment offered by DOLE under the DOLE Integrated Livelihood and Emergency Employment Program to the disadvantaged/displaced workers. Beneficiaries under this program will be given an average of 10 to 90 days' work compensation based on the prevailing minimum wage in the region. (PNA)

More than 24,000 youth in Cagayan de Oro have received the first dose of COVID-19 vaccine

More than 24,000 children aged twelve to 17 have received the 1st dose of COVID-19 vaccine since October 29 this year.


According to Dr. Ted Yu Jr., a medical officer of the City Health Office (CHO), more than 31,000 have pre-registered online and more than 1,500 of them are children with comorbidities where they can only be vaccinated at the hospital.


Accordingly, the local government continues to call on parents or guardians of children who have not yet pre-registered online to avail of the free COVID-19 vaccine.

Bukidnon Airport to be opened in 2023

Bukidnon residents will have to travel to Laguindingan Airport in Misamis Oriental or Francis Bangoy International Airport in Davao City in order to board a plane to their destinations in the country and in abroad, but once the operational, the Bukidnon Airport would cut short the travel time of residents who have to endure long land trips to neighboring regions just to catch a plane.


The airport will have a budget of P1.816-billion pesos which will be located in Barangay Maraymaray, Don Carlos, Bukidnon. Maraymaray used to be the site of an airstrip that was used decades ago.


The Bukidnon Airport project began three years ago, but there were delays due to issues involving informal settlers and ancestral domain claims. But right now, all issues has been resolved and the Runway is expected to be finished in 2022 and the terminal will follow and is expected to be completed in 2023 which will be the target year for the Bukidnon Airport to start its operation and will accommodate aircraft such as the ATR-72 and Q400 fleet of competing airlines.


In preparation for the Bukidnon Airport project, the Regional Project Monitoring Committee of the National Economic and Development Authority (NEDA) in Northern Mindanao said the Department of Public Works and Highways has already constructed 72.83% of two-lane roads to the airport in the towns of Kalilangan, Kadingilan, Kibawe, and Don Carlos.

CDO Commuters Asking Help from the Government with the Fare Rate on PUJ and Motorela

Cagayan de Oro City is under Alert Level 2 - refers to areas wherein case transmission is low and decreasing, with that, establishments and other areas are easing restrictions, including the seating capacity in public utility vehicles such as jeepneys, motorelas and other recognized public transportation. But the problem with our fellow commuters is the existing fare rate in these public transportation hasn't been adjusted, in fact there are few reports that drivers are over charging way more than the fare rate and some commuters are asking the City Government to impose regular or adjusted tariff on fare on PUJs and other public transporation that is fair for the drivers and the commuters since the seating capacity now has been increased in order to avoid over charging.


In fact, the Department of Transportation (DOTr) is pushing its proposal to raise the passenger capacity in public transport back to 100 percent to help jeepney drivers and operators somehow recover during the pandemic and fuel increase, but they are not keen to jeepney fare hike.


We have all been affected with the pandemic and it is only fair that whenever there are changes on anything, there should be a chain reactions especially when it comes to rates and prices of the products and services. Increasing or returning back the passenger capacity to 100% is one of the measures being considered to help drivers and operators recover amid the pandemic, but how about the commuters? Commuters are also being affected and they needed assistance with their daily expenses. 


The government should implement an immediate price ceiling on the price of basic commodities during the pandemic. Fare hike is untimely right now, and the government should do something with the on-going increase on fuel prices.

President Rodrigo Duterte on Wednesday declared Nov. 29 to Dec. 1 as "Bayanihan, Bakunahan" National COVID-19 Vaccination Days, sandwiching the non-working holiday Bonifacio Day.


Malacañang said November 29 and December 1 are considered "special working days" while only November 30 is a regular holiday for the commemoration of national hero Andres Bonifacio's birth anniversary.


The President's proclamation aims to boost interest in the government's three-day national COVID-19 vaccination drive which is expected to speed up inoculations.


Proclamation No. 1253 formally declared November 29 to December 1 as “Bayanihan, Bakunahan” National Covid-19 Vaccination Days.


Based on Proclamation No. 1253, workers of the government and the private sector who will be vaccinated during the three-day period will not be considered absent from work provided that they present proof of vaccination to their respective employers, subject to the rules that may be issued by the Department of Labor and Employment and the Civil Service Commission.


This means that fully vaccinated individuals and those who don't have vaccination schedules on the said dates are still required to report for work or risk non-payment of wage.


The Philippines aims to vaccinate at least 70 percent of the country's total population.

STATEMENT OF MAYOR OSCAR S. MORENO

Today, November 23, 2021, we were informed about the Resolution of the Second Division of Sandiganbayan, dated November 22, 2021, on Criminal Cases Nos. SB-18-CRM-0114, 0134-0136, 0137, 0142, 0151, 0229, 0274, 0388, 0395, 0405, 0496-97, and 0145-50.


In gist, the Honorable Sandiganbayan found that the Prosecution, represented by the Office of the Ombudsman, have established a "prima facie case". By reason of which, it could not allow the Defense to file a Demurrer to Evidence - which, if granted, will result to the dismissal of all of the above charges.


While we appreciate the teal with which the Prosecution has discharged its duties - and no less is expected of public servants who are called to ensure the incorruptibility of our government's officials - we remain posed to exhaust all the legal remedies that are still available for us to utilize.


A *prima facie case* simply means that the evidence presented is "good and sufficient an its face. The establishment of a "prima face case" Is not the same or even synonymous to a conviction, It is simply a legal approximation, which if unexplained or contradicted, can counterbalance the presumption of Innocence.


This recent turn of events is not unexpected, It is a foreseeable outcome of regular and ordinary judicial proceedings, which concomitantly comes with a plethora of opportunities for different courses of legal action. Ultimately, with the denial of our "Motion for Leave of Court to file Demurrer to Evidence", the time for us to present our evidence becomes certain. And when we do, the truth remans to be the strongest arsenal in our favor.

An official of the Philippine Statistics Authority (PSA) on Wednesday apologized for delays in the delivery of Philippine Identification (PhilID) cards following complaints from registrants, saying they are currently prioritizing low-income households and facing logistic problems due to the pandemic.


"Humihingi po kami ng paumanhin at pang-unawa at patuloy na pagsuporta ng ating mga mamamayan with regards po sa Step 3 registration or the delivery of their PhilIDs," PhilSys spokesperson Nicole Navea said in an interview with CNN Philippines' Newsroom Ngayon.


"Definitely, all the IDs will be delivered to all those who registered," Navea assured.


PhilID can be used as a valid proof of identity when transacting with the government and the private sector.


Navea said people can file a complaint against institutions that do not accept their PhilIDs as valid proof of identity by calling 1388, sending an email to info@philsys.gov.ph
